In this instance of the submitted documents and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 34 of application 22/00675/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

Officer’s Report
1.0 Description 1.1 The proposed application 22/00675/B for Full approval for a residential development comprising up to 320 dwellings, a nursery and a neighbourhood centre with associated highway and pedestrian/cycle access and infrastructure, drainage, landscaping and public open space together with approval in principle for a 2-form entry primary school and associated access/infrastructure was approved after appeal on the 10.07.2024 subject to 38 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 34 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:
No development shall take place above ground level in any phase until a schedule of materials and finishes and/or samples of all external facing materials for all buildings and

25/10008/AIR hard surfacing materials within that phase, has been submitted to and approved in writing by the Department. Development shall be carried out in accordance with the approved details.
Reason: In the interests of the character and appearance of the area.
2.0 Proposal 2.1 The applicants have submitted documents outlining the materials and finishes to be used along with an application form on the 09.01.2025.
2.2 Detailed drawings showing the elevations and finishes and clear table listing and showing examples of the materials have been provided. Materials Specifications are as outlined below:
2.3 RENDER - Sand Cement Render finished with white masonry paint and contrasting colour to plinth/cills and raised bands.
2.4 FACE BRICK - Feature red face brick
2.5 WALL CLADDING - Feature cladding to be Shiplap Cedral fibre cement cladding boards, planks, timber or similar
2.6 CONCRETE CILLS - painted precast concrete or similar i.e. Sytex foam stone
2.7 BEE BRICK - Install at low level on the rear elevation, finished as demonstrated in images or similar.
2.8 INTEGRATED BIRD BOX - Type of boxes to be mixed across the development as advised by Project Ecologist. Fitted at high level on either North or East elevation. Where possible covered to suite with elevation - Like image or similar.
2.9 INTEGRATED BAT BOX - Fitted at high level on either East, West or South elevation Like image or similar.
2.10 RAINWATERGOODS AND PVC FASCIA ETC - Black UPVC rainwater-goods, fascia and barge boards or similar
2.11 Windows, Patio Doors and Garage Doors To be a mix of the following:
2.11.1 WINDOWS AND DOORS - Black-Brown finish to PVC windows and doors. Front windows to have leaded features Like image or similar Design may vary.
2.11.2 GARAGE DOORS - Pre-framed Black Sectional powder coated galv. Steel up and over garage door or similar
2.12 TIMBER FENCES - Straight Tanatone treaded softwood fence 1.8m high
2.13 Roofs To be a mix of the following:
2.13.1 ROOF TILES - Matt Black flat interlocking concrete roof tiles with matching angular ridge/hip tiles, Cromar or similar Dark Grey Grp roofing to flat roofs, dormers to have standing seam effect.
2.13.2 FLAT ROOFS and DORMERS - Led cladding for flat roofs or dormers to have standing seam effect.

2.14 ASHP / BIKE SHED - ASHP and Bike Shed to be standard as shown in the images and plans.
2.15 Road and Patio Surfaces To be a mix of the following:
2.15.1 TERRACES AND PATHS - Textured grey 600x600 paving slabs or insitu concrete.
2.15.2 PRIVATE ROAD AND DRIVEWAY PAVING - Tegular type 60mm Block Paving, Tegular type paving, macadam surface with tegular paving edges.
2.15.3 ESTATE ROADS - Tarmacadam
2.15.4 PARKING AREAS - Grasscrete in situ or grassblock
3.0 Consultation 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (15.12.2024), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted documents and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 34 of application 22/00675/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
