NOTE. In this instance of the submitted documents and after consultation with the Case Officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 7 of application 23/01417/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

Officer’s Report
1.0 Description 1.1 The proposed application (23/01417/B) for the Conversion of building from retail (class 1.1) to a community facility (class 4.3) was approved on by the Planning Committee 08.07.2024 subject to 8 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (7) which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

25/10010/AIR No development shall take place until full details of hard landscaping works have been submitted to and approved in writing by the Department and these works shall be carried out as approved. The hard landscaping should include details of the surface finishes of the front paving and footpaths as well as any new walls to all boundaries of the site, including details of the repositioned fountain/font. The hard landscaping works, including the repositioned fountain/font shall be completed in full accordance with the approved details prior to the first use of the occupation or operation of the community facility hereby approved.
Reason: To safeguard existing positive features of the site.
2.0 Proposal 2.1 The applicant's agent has submitted documents outlining the materials and finishes to be used along with an application form on the 10.01.2025.
2.2 It is proposed that all products are to be Tobermore supplied.
2.3 Main patio and adjacent flat areas to be paved with Mayfair Flags 600x400x60mm, coloured 'SILVER'.
2.4 Edging details and borders where required are proposed as Arto paving blocks, in the colour 'CARBON'.
2.5 Steps to be produced using Mayfair step flags with black contrasting nosing.
2.6 The ramped area is specified as Tobermore "Artro Paver Blocks" 220x55x80mm, in the colour "Platinum".
2.7 New manhole covers and chambers are to be realigned to suit pavers, stainless steel posts and top rail with structural glass balustrading guarding edge of External Social Area.
2.8 Product detail sheets have been provided, including the recommended flag and step construction.
3.0 Consultation 3.1 Highways Development Services were consulted for advice on the satisfaction of condition. The advice received on 13.01.2025 after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
"It is Highway Services HDC have reviewed the information for condition discharge application 25/10010/AIR dated 10 Jan 2025 online and can comment that the general proposals and layout are acceptable. Details of highway works would be completed under a S109 highway agreement - the applicant is advised to contact [email protected] to start the agreement process."
4.0 Recommendation 4.1 In this instance of the submitted documents and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 7 of application 23/01417/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
