This Design and Access Statement has been prepared in support of the planning application for the relocation of the Buchan School early years facilities, and other support facilities not included within the previous planning application (No. 24/90923/B), onto the King Williams College site.
This Design and Access Statement is intended to allow the Local Planning Authority, the local community and others interested in the proposals to understand the design principles behind the development.
This report explains how the current proposals have evolved as a result of consultation during the design development period. The Design and Access Statement should be read in conjunction with all supporting information submitted as part of the planning application.
The design team were appointed to explore options to relocate the Buchan School early years from it's existing site to the King William's College campus. This application is linked to previous application No. 24/90923/B, which sees the Buchan School prep years and support facilities relocated into Jackson House and the Stenning Building, with associated landscaping works for play and external teaching.
A number of existing buildings on the King William's College site were considered for potential accommodation for the Buchan School early years and support facilities, including Junior House, Colbourne House and the DT Building.
After consideration and exploration of a number of options, the agreed proposal is to convert the ground floor of Colbourne House into early years teaching accommodation and additional ancillary spaces for the Buchan School, including a dining hall, WC's, staff room, offices and an art classroom. This was the most viable option on an economic, programme and quality basis, as well as sitting adjacent to the previous planning application for Jackson House, Stenning building and the associated landscaping works to the site. First floor will be retained by the senior school and is out of scope for this proposal.


King William's College is located in Castletown, situated towards the south of the island.
The site overlooks the coast to the south, borders the airport to the north and a residential development to the southwest. The school has a large amount of open space currently used as playing / sports fields & grassland.
Development height restrictions apply to the King William's College site due to the close proximity of the airports runways.
The original King William's College Building was constructed between 1830 and 1833, this included the principal elevation, the bell tower and rear dining hall which formed a cruciform structure. Much of the original building was destroyed by a fire in 1844, this was later rebuilt.
These original buildings have been added to and were extended both horizontally and vertically over the years to form the current layout – this building work took place mostly between 1863 and 1958.
The main building along with some outbuildings were designated as a registered Building under the Protected Building Register of the Isle of Man in 2001.
Whilst some of the facilities are purpose built for their intended educational use, others have been adapted, altered and reconfigured during their lifetime.

The Colbourne House building is a two-storey, load bearing masonry building. The building was constructed in 1980 and the external envelope is facing stonework. The ground floor is of solid, suspended construction. The first floor structure is beam and block, with beam spans from front to back, the beam and block system utilises a hollow block infill.
The building is currently used as a residential dormitory on both ground and first floors. The existing building structure was considered 'satisfactory' in the 2024 survey from BB Consulting.

The project brief and key objectives for the Buchan School early years relocation have been developed through a series of user briefing meetings and stakeholder consultations.
Key Deliverables In addition to the core teaching facilities the following key deliverables have been identified for the scheme;
A review of the existing accommodation at the Buchan School has been undertaken to develop an existing accommodation schedule. This schedule has then been refined through consultation with the school to establish the proposed accommodation schedule for the new early years and ancillary spaces for the Buchan School prep years.
The accommodation schedule required areas have been developed using the UK Department for Education requirements as a baseline and for comparison to establish minimum provisions. It is highlighted that the recommended spatial requirements might not be achieved due to the layout / limitations of the exiting building.
The core teaching accommodation targets are outlined below;

The proposed scheme looks to re-purpose the ground floor of the Colbourne Building, to provide early years teaching accommodation and associated provisions. The scheme will also see the rest of the ground floor utilised for ancillary spaces and additional facilities for the overall Buchan School. Spaces requested are: an art classroom, dining hall, medical rooms, staff room and a dining hall. These spaces are to be shared with the early years and the rest of the Buchan School.
The existing first floor of Colbourne is to be retained by the senior school, there are no proposed changes to this section of the building and it does not form part of this application scope. The existing entrances and stair cores will be blocked off and inaccessible from ground level, to ensure that access to the teaching facilities is secure to pupils and authorised staff only.
Two new entrances are proposed as part of the scheme. One for pupil and teacher access for the prep and pre-prep classes, and one for the early years facility / drop off. The early years layout accommodates two larger classrooms and one Smaller classroom that will double up as a sleep room.
Externally the landscape will be amended to incorporate the two new pupil entrances for the school, as well as the staff / food trolley access to the dining hall. Installation of sloped access will also be incorporated to these areas, due to level differences on the site. The main early years sloped access will be a timber effect composite clad decking with a powder coated steel balustrade. Additional sloped entrances will have matching finishes. The Western section of woodland will be updated to provide external play for the early years pupils, with the installation of a perimeter fence to separate from the prep and pre-prep children.
The central courtyard will be utilised as a dedicated external play area for the early years, with the provision of a steel canopy as part of the works. The existing external floor finish to this area is to be removed and a new tarmac finish is to be installed, with amended levels, to allow for level access into the courtyard from the proposed two entry points.
There are no plans under this application to demolish, extend or replace any of the existing buildings on the site. An external steel canopy is to be provided within the central courtyard of Colbourne, to provide covered external space for the early years classrooms.
The external areas are to be re landscaped to accommodate the Colbourne building into the wider scheme, whilst also providing appropriate and appealing external teaching and playground provision. Installation of new sloped access to the proposed entrances will form part of the landscaping works, and a timber effect composite clad decking is to be installed. This will wrap around the Northeastern corner of the building and allow the main early years classroom to have direct external access to the main play, area and provide an additional means of fire escape.
In order to comply with current building regulations, the classrooms are to be provided with mechanical ventilation. This has required the provision of external louvred vents within the existing external envelope.
The existing layout and configuration of the site is largely to be retained and enhanced. The arrangement of the existing buildings on the site are unaffected by the proposals. Elements of the landscape design, from the previous planning application (No. 24/90923/B), will have to be amended to incorporate the three new entrances proposed for Colbourne into the wider scheme.

The new canopy, providing sheltered external play to the internal courtyard in Colbourne, is to be constructed with a painted steel frame and poly-carbonate roof sheeting. The frame is to be painted blue to align with the Buchan School colour. This design intent is to match that of the canopy proposed as part of the linked planning application No. 24/90923/B.
New external metal ventilation grilles are to be of a louvred style, polyester powder coated in dark grey. Again, these are to match that proposed to Jackson House and the Stenning Building, as part of the linked application.
Due to the level difference on the North and West areas of the site, a timber effect composite clad decking is to be installed to the Northeastern corner of the building. This will wrap around and link the two main early years classrooms to the main entrance / drop off point on the West elevation. It will include a powder coated steel balustrade and timber handrail. The fascias will also be cladded in the same material, to prevent any children from accessing underneath.
The Buchan School site is to be secured on the western boarder with a new perimeter fence, 2.4m in height. The fence is formed of steel posts with welded mesh panels. All to be polyester powder coated.
Any proposed / replacement doors and windows are to colour match existing provision. Further information on materials, specific to the landscape, can be found within the landscape design section of this report. External Space and Landscape Iteriad have been appointed to provide Landscape Architectural services for King William’s College and the Buchan School for the redevelopment of grounds associated with the Colbourne building to allow the Buchan School to relocate their early years provision from their current site within Castletown to the main King William’s College site. This element of works continues on from the recent application to redevelop the wider Jackson and Stenning buildings and landscape (reference 24/90953/B).
The external environment will be key to the success of the re purposing of the Colbourne building to accommodate early years provision.
The Colbourne building will require segregation from the wider college to provide a secure and safe environment but also to help define ownership and identity. The spaces to Colbourne will work in line with the other proposed spaces between and around the buildings as part of application 24/90953/B, which are key in providing a cohesive and unified identity for the school, while also enhancing the base functionality of the site.
The landscape and external spaces have the ability to elevate the existing buildings and provide an inviting and energetic learning environment for the pupils.
The external environment has been developed to provide new access routes for dining, early years, an enhanced composite deck to the eastern edge of Colbourne, a resurfaced and upgraded courtyard for early years play / learning and a soft, habitat-rich space to the east of the site.
The value of landscape place making is the creation of sustainable, functional, ecologically beneficial designs for the external environment that enhance the spirit of the place and the experience of the user.

The plan and legend on this page represent the current landscape masterplan for the proposed Colbourne site. This masterplan includes contextual information from the wider Buchan School at King William's College scheme (application reference 24/90953/B).

The landscape and external works for the Colbourne building re-purposing are split into four main sections; the new access, composite deck and soft landscaped recreational area to the east of the site, the refurbished and enhanced courtyard space to the centre of the Colbourne building, the new access point in the western elevation for all students (exception of early years) to use to access dining, and the service access route in the southern elevation to be used by staff to access the dining area.
The area to the east of the proposed site is currently a soft, predominantly lawned space with mature existing trees. It is currently underutilised due to the lack of access from the main school building.
From the eastern fence line, the proposal brings a new gated access and footpath to the Colbourne building for early years use. This route will be surfaced in permeable, flexible resin bound surfacing to the east and a composite decked 1:21 slope toward the building. This will ensure accessibility for all to the new early years facility. The composite decking material will wrap around the eastern and northern elevations of Colbourne creating an essential access route at the level of the internal finished floor.
The courtyard will be for the use of early years only, and will be resurfaced in asphalt, a new canopy will be installed to provide sheltered external space and the existing stone raised planter will be covered in the composite decking material to ensure suitability for the younger students.
The new western access will consist of a 1:21 slope within a retaining structure to provide accessible entry to the Colbourne building dining provision from other areas of the school grounds. Balustrade provision will be incorporated to ensure protection for users.
The southern access route will provide ramped access to the new Colbourne dining facility for staff. This area has been designed to allow trolley access as required with integrated balustrade / handrail.

The areas of soft landscape are critical to the development of character within the site, to create texture, enclosure, sensory experience and visual stimulation.
