NOTE. In this instance of the submitted documents and after consultation with the Case Officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions 3 and 4 of application 24/00570/CON, under the understanding that the development shall not be carried out unless in accordance with the approved details.

Officer’s Report
1.0 Description 1.1 The proposed application (24/00570/CON) for registered Building Consent for demolition elements to PA 24/00569/B was approved on by the Planning Committee on the 28.10.2024 subject to 5 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Conditions (3) and (4) which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

25/10026/AIR No development shall commence, including any demolition works, until sample details of wall cladding, roof finishes, windows and external doors have been submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details and be retained thereafter.
Reason: In the interests of preserving the character and appearance of the Conservation Area and surrounding area.
2.4 No development shall commence, including any demolition works, until panels of the facing stonework, including any copings or movement joints, have been erected on site (or an alternative location) and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details and be retained thereafter.
Reason: In the interests of preserving the character and appearance of the Conservation Area and surrounding area.
2.0 Proposal 2.1 The applicant's agent has submitted documents outlining the materials and finishes to be used along with an application form on the 30.01.2025.
2.2 Detailed drawings showing the elevations and finishes on both Gib Lane and Stanley Road have been provided. Materials Specifications are as outlined below:
2.3 Stone Work - Sandstone facing stone with natural colour mortar. Movements joints to be 5mm vertical saw cuts filled with mastic colour to match mortar. 2.4 Copings and Window Cills - Reconstituted sandstone copings and window cills. 2.5 Slate finish - Reclaimed Spanish slates. (Reclaimed from the former Salvation Army Building -Citadel, Douglas.) or equivalent if required. 2.6 Standing seal zinc roof and façade to Marine Parade, colour quartz -zinc. (mid grey) 2.7 Curtain walling to Marine Parade: contemporary style aluminium / upcv anthracite grey colour RAL 9016. 2.8 Windows to Marine Parade. Contemporary style aluminium / upcv casement, anthracite grey colour RAL 9016 2.9 Front doors to Marine Parade. Contemporary style aluminium /upcv, anthracite grey colour RAL 9016. 2.10 Windows to Stanley Road: traditional sliding sash upvc with sash horns, white frames. 2.11 Front door to Stanley Road: composite / upvc white panel door and frame. 2.12 Curtain walling / door to Stanley Road: aluminium / upcv white door and frame. 2.13 Concrete cills, natural colour. 2.14 FOR REFERENCE ONLY: A. Private street paving flags. Hardscape-Breccia Mica Grigio 100 (grey), B. Private parking pavers. Hardscape Breccia Tagenta C. (dark grey).
3.0 Consultation 3.1 The recommending officer of the original application and the Department's Registered Buildings Officer were consulted for advice on the satisfaction of condition. The advice received on (08.02.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted documents and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions 3 and 4 of application
