NOTE. Officer’s Report
1.0 Description 1.1 The proposed application 24/00708/B for the Conversion of barn and erection of double garage extension to provide ancillary and tourist accommodation was approved by the Planning Committee on 19.08.2024 subject to 8 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 Prior to any works commencing a bat and bird mitigation plan shall be submitted to the Department for approval which should include the number, location and type of bird and bat boxes/bricks/structures to be provided to the barns and/or within the site and these shall be installed prior to the occupation of the units and retained thereafter.

2.0 Proposal 2.1 The applicants have submitted a range of documents including plans and surveys covering the mitigation that is proposed as well as a duly completed application form. (23.12.2024)
2.2 The documents that have been included are show details for the barn owl box locations, the site plan for the swallow nests, a detailed bat brick location, details of the proposed mitigation and the Manx Bat group Mitigation.
2.3 There are 4 barn owl boxes proposed (one of which is already erected) as well as 4 bat boxes.
2.4 As an additional mitigation, the NW facing rear wall of the new garage will also have two further bat bricks built in.
2.5 The swallow nests are proposed in the overhangs of the new green oak front porch.
3.0 Consultation 3.1 The Department's Ecosystems policy Team were consulted for advice on the satisfaction of condition. The following comments were received on 22.01.2025: "We can confirm our satisfaction with the ecological mitigation details contained in documents that were sent directly to us from the applicant and we would be content for the development to be undertaken in compliance with these details."
After their review of the submitted documents, their comments concludes that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted documentation and correspondence from the applicants, and after consultation with the case officer who has confirmed they are happy with the level of detail submitted, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 8 of application 24/00708/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
