Traffic Management No development shall take place, including works of site clearance and ground preparation, until a Construction Traffic Management Plan that addresses the means of both access to, and egress from, the A27 has been submitted to and approved in writing by the Department. Development shall be carried out only in accordance with the approved Plan. Reason: In the interest of highway safety. Introduction. The purpose of this document is to propose how construction traffic including site personnel movements will be safely controlled at the Peel Wastewater Treatment Construction Site by the contractor and its sub-contractors, working on behalf of Manx Utilities. The focus is the management of construction traffic entering/leaving the site and interface with the public highway, throughout the construction phase. It should therefore be read as a Construction Traffic Management Plan (CTMP) against which any specific conditions can be applied to ensure the safe management of highway traffic throughout the construction period. The site is located within 3 agricultural fields to the west of the A27 Glenfaba road. It is intended that the location of the proposed vehicular access for the works is used for construction access. Initially a small section of hedgerow either side of the existing gate access will be removed to allow construction traffic to enter the site. This section has previously been cleared under supervision of the scheme ecologists to prevent hibernating lizards and can therefore be removed at any time. During this period of reduced width access the activities on site will be limited to site set up and works to divert the overhead lines. Measures to ensure the safety of highways users will be employed as outlined within this document and the Riska Assessment and Method Statement. These will include signage, installation of traffic mirrors, avoidance of reversing manoeuvres and use of banksmen to guide articulated vehicles onto site. The reduced width access shall be used only during hours of daylight. As soon as temperatures allow, and the Ecologists are able to clear vegetated areas of lizards, the remainder of the sod hedges at the boundary of the site will be removed and relocated to form the vision splays in accordance with Drawing No 10057112-ARC-XX-XX-DR-T-0614 Rev P2. This document should be read in conjunction with PCS-HS - Traffic Management RAMS and TMP Site Working Times. The available working hours are between 07.00-19.00 each day and 08.00-14.00 Saturday excluding public holidays (subject to the Scope). Where necessary the Contractor will maximise the working day based on the activities being undertaken to ensure conformity with the construction phase programme and that the key milestone dates are met. Deliveries to the site will be managed to avoid highway network weekday peak hours. Construction work and construction traffic movements shall not take place on Sundays, bank holidays or after 13.00 on a Saturday unless such work is associated with an emergency or with the prior written consent of the Project Manager. Construction Overview The development is subject to an overall construction period of 3 years, it is intended that the access road will complete, including the permanent construction of the entrance off the A27 within the first 9 months. All construction traffic will enter from the south, access via Peel is prohibited. A site compound shall be formed within the site boundary, to allow adequate parking for the Contractors and Clients staff. Estimated Material Transported Off Site. Excavated material to be transported off site to PCS licenced recycling facility in Andreas. Pipeline Excavations = 10,000t Drainage Works = 6,000t Earthworks / topsoil = 9,700t. Process pipework & ducting = 9,000t Pump Station, MCC, UV Odour Control = 3,651t. Site Access - Formation Due to ecological constraints and time of year, (potential hibernating lizards) the Contractor has been instructed to minimise the excavation works when removing the boundary hedge at the start of the project. Set out traffic management as per the agreed traffic management plan (see figure 1 below) Install traffic mirror/s on the opposite side of the road to improve the construction traffic visibility when leaving the site. (location to be agreed with DOI) ECoW to carry out wildlife inspections thoroughly on both areas of hedge prior to removal. Full vision splays to be created as soon as hibernation period ends - (est April/ ecologist to advise) Excavate hedge using a ZX225 Excavator under strict banksmen control (the material will be carefully removed in layers. The excavated material and sod will be loaded into an articulated dump truck and stored on site for reuse. Figure 1 Construction Traffic - Constraints All construction traffic accessing and egressing the site MUST do so from the South side - Patrick. Under NO circumstance is construction traffic to come though Peel without prior agreement with the Highway Authority. No reversing onto or off site to be permitted without additional traffic measures. Articulated vehicles to be No Plant or Machinery is to enter land not within the site and no unauthorised personnel are to be allowed access to the construction site. Vehicle Wheel Washing Facilities All vehicles leaving site will be inspected prior to accessing the entrance to ensure that they deemed suitable to access the public highway. Wheel washes and lances will be provided by the Contractor as required, to ensure that wheels, bodies and sides of trucks are clean prior to leaving site. The access route outside the site will be visually inspected on a daily basis and power swept and washed as and when required. Arrangements for Pedestrians. The existing footpath is on the opposite side of the road to the proposed access, this shall be always maintained throughout the construction phase, segregation pedestrians and construction traffic. There is no requirement for pedestrian access to the site. Temporary Works /Traffic /Pedestrian Management. The accepted traffic management plan will be in place for the duration of the works and continually monitored to ensure effectiveness. Site Establishment & Compound. Preliminary activities will include the setting up of the site compound & offices, this will include cabins, stores, welfare facilities, and suitable laydown areas. Preparatory works for the site establishments will involve some site clearance and excavation works. (Typically, the plant used will be as described for the other various site operations). Adequate parking and turning facilities will be provided immediately within the site boundary. Site Traffic Management Within the site boundary Traffic Management Plans (TMPs) shall be developed for each phase of the works using the following principles. Safe Site - Segregation The most effective way of ensuring pedestrians and vehicles move safely around our sites is to provide separate pedestrian and vehicle traffic routes. Where possible, there will be a one-way system as this reduces the need for vehicles to reverse, and will assist pedestrians and drivers. The circumstances might mean that complete segregation is not possible, so we will need to have clearly marked pedestrian and vehicle traffic routes, using measures such as barriers and signs. Where pedestrian and vehicle traffic routes cross, they should be clearly marked using measures such as dropped kerbs, barriers, deterrent paving etc, to help direct pedestrians to the appropriate crossing points. Traffic Routes The general principles for our safe traffic routes are as follows: Make sure they are wide enough for the safe movement of the largest vehicle. Ensure surfaces are suitable for the vehicles and pedestrians using them, eg :-firm, even and properly drained. Outdoor traffic routes should be similar to those required. Avoid steep slopes. Avoid sharp corners and blind bends. Keep them clear of obstructions. Make sure they are clearly marked and signposted. Keep them properly maintained. Visibility Visibility should be good enough for drivers to see hazards, and pedestrians to see vehicles. Adequate visibility for drivers is related to vehicle speed and the distance needed to stop or change direction safely. We will install mirrors where sharp or blind bends/spots cannot be avoided. Speed Reducing vehicle speed is an important part of PCS-HS - Transport safety. Fixed traffic control measures such as speed humps, chicanes and ‘rumble strips’ can reduce vehicle speed. It is important that we select the most appropriate control as the wrong measure can increase risk by, eg:- reducing vehicle stability Speed limits can also be used, but they need to be appropriate, properly enforced and, where possible, consistent across the site. To assess an appropriate speed limit, we will consider the route layout and its usage. For example, lower speeds will be appropriate where pedestrians are present or where lift trucks and road-going vehicles share a traffic route. Signs, Signals and Markings Signs for drivers and pedestrians on site will be the same as those used on public roads (as shown in the Highway Code), wherever a suitable sign exists. They should be well positioned and kept clean. Where driving is likely to be carried out in the dark, illuminated or reflective signs should be used. Site Traffic - Risk Mitigation
