No objection
No objection, suggests demolition timing and checks for bats/birds
Highway Services and DEFA Ecosystem Policy Team raised no objections to the application, with the latter recommending bird nesting mitigation conditions; multiple local residents strongly objected citing privacy loss, parking shortages, construction disruption, and property devaluation.
Key concern: loss of privacy due to overlooking windows into rear yards
Highway Services HDC
No ObjectionAfter reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking despite the lack of parking attached to the proposals, as the site is in a sustainable location in Douglas centre, the proposals are for two relatively small apartments and it is using an existing building which can generate its own parking demand.
DEFA Ecosystem Policy Team
Conditional No ObjectionWe recommend that either an assumption is made that nesting birds are present on site and avoidance and mitigation measures put in place on that basis, or a formal assessment from a suitably qualified ecological consultancy is obtained.; thorough checks for bats and birds must take place prior to demolition and should evidence of bats and birds be found, works must stop and advice be obtained from the Ecosystem Policy Team on 651577.
Conditions requested: No works to commence unless a bird brick plan has been provided to Planning and approved in writing.; demolition of the property outside of the bird nesting season (March - August inclusive); provision of replacement nesting spaces including at least 2 integrated bird bricks suitable for swifts high up on the north east elevation
