1.0 THE SITE 1.1 The site is Unit 4/6, Spring Valley Industrial Estate, Douglas, a detached retail building at the southeast end of the Spring Valley Industrial Estate, just northeast of Cooil Road. The site is occupied by Pets At Home.

2.0 The PROPOSAL 2.1 The proposed is the installation of illuminated and non-illuminated signage.
2.2 The main signage is an internally illuminated box sign with the letters "Pets At Home" and "Vets for Pets" above the front elevation. The sign is mostly dark green with some parts being light green or white.
2.3 There are also two portrait posters on each side of the front entrance.
3.0 PLANNING HISTORY 3.1 Installation of a mezzanine floor to be used as a veterinary practice, pet care, treatment, and grooming facility; installation of nine external air-conditioning units, a gas bottle storage unit, fire exit door with external staircase, and amendments to existing roller shutter door was APPROVED at APPEAL under PA 23/01021/B.
3.3 Demolition of existing unit and erection of two retail units with ancillary car parking and servicing (reserved matters pursuant to PA 08/02135/A) was APPROVED under PA 10/01384/REM.
4.0 PLANNING POLICY Site Specific 4.1 The site is within an area designated as Industrial in the Area Plan for the East.
Strategic Policy 4.2 The Isle of Man Strategic Plan 2016 contains the following policies that are considered materially relevant to the assessment of this current planning application: o General Policy 2 (b) (c) (g) o General Policy 6 o General Policy 7

5.0 OTHER MATERIAL CONSIDERATIONS Strategy and Guidance 5.1 There is no strategy or guidance considered materially relevant to this application.
6.0 REPRESENTATION 6.1 Douglas Borough Council has not commented at the time of the report (18.11.2024).
6.2 DoI Highway Services states there is no highway interest in this application (24.10.2024).
7.0 ASSESSMENT Elements of Assessment 7.1 The key considerations in the determination of the application are its impact on the character and appearance of the Area.
7.2 The advertisement relates to the company occupying the building. The signage and its illumination are of typical design and materials. They also relate well to the building and site on which they are to be displayed and fit within the building itself. The illumination does not stand out from its retail setting and industrial surroundings.
8.0 CONCLUSION

8.1 The proposal is not considered to harm the character of the area. It is considered to comply with General Policy 2, General Policy 6 and 7 of the Strategic Plan. Therefore, it is recommended for an approval.
9.0 INTERESTED PERSON STATUS 9.1 By virtue of the Town and Country Planning (Control of Advertisements) Regulations 2013 (As Amended), the following persons are automatically interested persons: o The applicant, or if there is one, the applicant's agent; o Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; o The local authority in whose district the land which the subject of the application is situated. o the Highways, Ports and Railways divisions of the Department of Infrastructure.
