NOTE. Officer’s Report 1.0 Description 1.1 The proposed application 24/00304/B for the Conversion of building from a bakery into Industrial, (Class 2.3), Storage, (Class 2.4) and Office, (Class 1.2 & 2.1) units, was approved by the Planning Committee on 02.09.2024 subject to 6 Conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Conditions 3 and 5 which the applicants are seeking to satisfy.
1.3 Prior to the commencement of any development details and dimensions of the enclosed and secure storage for the parking of bicycles for the plots shown on 020 REV B and these approved details shall be completed prior to the occupation of any dwelling and retained thereafter.

Reason: In the interest of reducing C02 emissions and to meet the aims of the Climate Change Act.
2.0 Proposal 2.1 The applicant's agent has submitted drawings and photographs of the bicycle storage that is proposed as well as details regarding the landscaping for the development. The Department also received the relevant application form on the 21.10.2024 .
2.2 The bicycle storage is making use of an already existing outbuilding that is on site. There are provisions for the storage of 8 bicycles, and details have been included of the existing lockable door.
3.0 Consultation 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on 01.12.2024, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
3.2 The Department's Ecosystems Policy Officer was consulted and the following comments were provided:
"The Ecosystem Policy Team are content with the proposals for native hedge and tree planting, using the planting list provided in the Landscape Details Drawing (Drawing No. 231751 13), though we recommend that Rowan Sorbus aucuparia trees are planted in order to provide feeding waxwing, who are regularly visitors to the Ramsey Bakery grounds, with additionally sources of food.
However, reference is made in the document to Planning Circular 1/93 Landscape Guidance Notes. This guidance note contains non-native shrub species including the invasive plant species cotoneaster and griselinia which are listed on Schedule 8 of the Wildlife Act 1990, and which should not be planted in this location." 11.12.2024
4.0 Recommendation 4.1 In this instance of the documents submitted in relation to the bicycle storage and landscaping detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory in meeting planning conditions 3 and 5 of application 24/00304/B, on the understanding that the development shall not be carried out unless in accordance with the approved details. __
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
