N1. In this instance of the submitted documents and after consultation with the arboricultural officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions 3 of application 25/90482/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

This approval relates to the document, statement, Tree Protection and Arboricultural Method Statement and drawing no. KK-14, which have all been received on 8th September 2025. __
Officer’s Report
1.0 Description 1.1 The proposed application (25/90482/B) Addition of hip to front elevation in lieu of gable and part 2-storey extension at rear of dwelling (amendments to 22/01269/B) APPROVED on 9th April 2025 and subjects to 8 conditions. Some condition required submission of additional information prior to the commencement of works. was approved on by the Planning Committee on the 13.08.2025 subject to 4 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Conditions (3) which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:
No development shall take place, nor any demolition, site clearance, preparatory work unless a tree protection scheme and the appropriate working methods (an arboricultural method statement) have been submitted to and approved in writing by the Department. Tree protection measures shall be shown on a layout plan accompanied by descriptive text and shall include but is not limited to;

a) The location of the trees to be retained and their root protection areas and canopy spreads (as defined in BS 5837: 2012 Trees in relation to design, demolition and construction); b) The position and construction of protective fencing around the retained trees (to be in accordance with BS 5837: 2012 Trees in relation to design, demolition and construction). c) The extent and type of ground protection, and any additional measures required to safeguard vulnerable trees and their root protection areas. d) An arboricultural impact assessment which evaluates the direct and indirect impacts of the proposed development on the trees to be retained and proposed mitigation. e) An arboricultural method statement to demonstrate that operations can be carried out with minimal risk of adverse impact on trees to be retained. f) A method statement for any works proposed within the root protection areas of the trees shown to be retained. g) Details of any proposed arboricultural site supervision. h) Details of a pruning schedule (including consent from the tree owners where required)
All documents should be prepared in accordance with British Standards BS3998:2010 Tree work - Recommendations and BS5837:2012 (Trees in relation to Design, Demolition and Construction -Recommendations) unless superseded.
The development must be carried out in accordance with the approved details. No alterations or variations to the approved tree protection scheme or working methods shall be made without prior written consent of the Department.
In the event that trees become damaged or otherwise defective during such period, the Department shall be notified as soon as reasonably practicable and remedial action agreed and implemented. In the event that a tree dies or is wilfully removed without prior consent it shall be replaced as is reasonably practicable and, in any case, by not later than the end of the first available planting season, with trees of such size, species and in such number and positions as may be agreed with the Department.
Reason: required prior to commencement to ensure that all trees to be retained are adequately protected from damage to health and stability throughout the construction period to protect and enhance the appearance and character of the site and locality.
2.0 Proposal 2.1 The applicant's agent has submitted documents a tree protection plan, an arboricultural method statement to be used along with an application form on the 08.09.2025.
3.0 Consultation 3.1 The Aboricultural Officer from DEFA were consulted for advice on the satisfaction of condition. The advice received on (08.09.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted documents and after consultation with the arboricultural officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions 3 of application 25/90482/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
