Officer’s Report
Description 1.1 The proposed application was for the "installation of a pair of mobile telecommunications equipment to the roof top affixed to the lift motor room building" which was determined at the committee meeting of the 28/04/25. Where members approved with five conditions but sought amendments to the condition four to ensure the listed equipment is installed as per the application drawings and that the method of affixing to the building is robust enough to withstand storm force winds to address concerns from residents following their representation at committee.
1.2 As such the following condition was attached that required information prior to the commencement of works on site;
"C4. Prior to the installation of the mobile antennas hereby approved, the method of fixing and details of how the mobile equipment will be secured to the wall of the building shall be submitted and approved in writing by the department and retained in perpetuity. Reason : To ensure the mobile antenna equipment is adequately secured to the building against wind loading to prevent any deviation of the equipment leading to potential hazards.
1.3 This report is specific to Condition 4, which the applicants are seeking to discharge".

25/10115/AIR 2.1 The applicant's agents have now submitted a drawing and supporting written confirmation that notes the method of fixing and details of how the antennas will be secured including a failsafe mechanism, as noted below;
2.2 Antenna Mounting Bracket Fixtures/Fittings "The 2 Antenna mounting poles are 3mtrs long 90mm outside diameter galvanised steel tubes. The Poles are each fixed on 2x mounting plates supplied by Manx Telecom using 2x M12 "U" bolts per mounting plate. The mounting plates are each fixed to the building with 4x M12 chemical anchor bolts and 2x M12 bolts that are drilled through the 225mm blockwork and have a plate washer on the inside".
2.3 Antenna Back-up Fail-Safe Attachment "After consultation with our rigging contractor, we have decided to install restraining clips which are in place to hold the antennas in position in the unlikely event of a mounting bracket failure".
2.4 Site Inspections "Upon the site becoming operational it will be added to a program where our experienced third-party contractors undertake an inspection twice a year (in both April and Sept) annually to check for evidence of rust / corrosion / poor attachment to the building and/or equipment. Any issues that are identified during the inspections will be rectified at the earliest opportunity".
Consultation 3.1 The case officer has reviewed the above narrative and the supporting drawings, the proposed methods of fixing, failsafe mechanism and regular inspection would be adequate to address the concerns raised by the planning committee and clearly demonstrate the steps that have been taken place to ensure the mobile antenna equipment is adequately secured to the building against wind loading to prevent any deviation of the equipment leading to potential hazards.
Recommendation 4.1 In this instance the submitted details and drawings are deemed sufficient to achieve the desired outcome as recommended by the case officer and would be satisfactory to discharge the planning conditions 4,of this planning application.
