10 October 2024 · Delegated - Principal Planner (Chris Balmer)
The Nab, Top Road, Crosby, Isle Of Man, IM4 4hl
The proposal involves demolishing an existing children's play area (8.5m x 16m) in the rear garden of The Nab, a 3-storey detached dwelling in rural Crosby, and replacing it with an L-shaped timber-framed summerhouse measuring 10m x 4.4m plus a 3m x 3m front section, clad in horizontal timber with anthracite uPVC windo…

The site is in an area not designated for development under the Area Plan, triggering GP3's presumption against new building, but the officer weighed this against HP16 which permits extensions/alterat…
General Policy 2
Provides general development control principles (a-n) applicable to unzoned land, addressing site-specific issues like scale, design and amenity. Officer applied these to assess the summerhouse's reasonableness adjacent to the dwelling, finding it compliant due to modest size and materials.
Environment Policy 1
Protects countryside for its own sake, restricting development with adverse visual impact. Proposal's rear location, distance from road (180-200m), and lightweight design ensure no harm to rural landscape or setting, with only partial glimpsed views.
Housing Policy 16
Allows extensions/alterations to countryside dwellings if respectful of proportion, form, appearance and visual amenity. Summerhouse's scale overshadowed by existing house, timber cladding and flat roof read as residential addition without detriment.
General Policy 3
Applies presumption against development on unzoned land unless fitting specific criteria (a-h); summerhouse as ancillary outbuilding does not fit exactly, but officer gave weight to scale/siting reasonableness within curtilage and countryside policies.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Ancillary residential use only
The detached summerhouse hereby approved shall only be used in association with the main dwelling house "The Nab Farm" and for purposes incidental to the use of main dwelling house "The Nab Farm" as a single dwelling, for no commercial purposes and only in accordance with the internal layout shown on plan no. 3 received on the 3.09.2024. Reason: The dwelling is within a single residential plot within an area not designated for development. The application does not propose to create separate units of accommodation within the site and has not been considered as such.
