Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Approved plans and agricultural remainder
The development, hereby permitted, shall be carried out strictly in accordance with the materials, details and notes outlined on approved Drawing No. 23 1794 04. The remainder of the land outside of the red line shall remain as agricultural and not be used in any connection with this approved use.
Access and visibility splays
Prior to the development, hereby permitted, first being brought into operation: o the vehicle/vehicle visibility splays either side of the approved site access and across the site frontage onto Summerhill Road; and, o the first 6m of the vehicular access into the site from the adopted highway shall be surfaced using a consolidated, bound material - no loose gravel. Thereafter, these elements shall be permanently retained and maintained for the lifetime of the development.
Landscaping scheme
The proposed landscaping scheme, including creation of the pond (following the recommendations within the PEA), shall be carried out in accordance with the details contained in the Proposed Site Plan (Drawing No. 23 1794 03). The landscaping scheme shall include all plants, spacing details and plant species shown on the above Drawing and Drawing No. 23 1794 04 - Proposed Plans and Elevations. All planting, seeding, and earth works comprised in these approved details of landscaping shall be carried out in the first planting and season (November - March) following the commencement of the development whichever is the sooner, and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species.
Lighting scheme
No external lighting to be installed unless a sensitive low level lighting plan, following best practise as detailed in the Bat Conservation Trust and Institute of Lighting Professionals Guidance Note 8/23 on Bats and Artificial Lighting (2023), has been submitted to DEFA Planning and approved in writing. Thereafter, any such lighting scheme shall be permanently retained and maintained for the lifetime of the development.
Holiday use only
The use hereby approved shall be used for holiday and tourist purposes only, and shall not be occupied by the same person(s) for a single period or cumulative periods exceeding 28 days in any calendar year. No 'pods' or other building/structure on the site shall be occupied as a person's permanent, sole or main place of residence, unless agreed by details under submitted and approved under another condition of this approval. The owners/operators shall maintain an up-to-date register of the names and addresses of all owners/occupiers of the holiday unit and shall make this information available at all reasonable times to the Department.
Restoration on cessation
Within 18 months of the cessation of the use and operation of the campsite all associated buildings, lighting, electric hookups and associated paraphernalia shall be removed from the site.
Signage
Prior to the site coming into use details of the directional and any required health and safety signage shall be submitted to and approved in writing by the Department. Such details shall include restrictions of access to the surrounding fields, the operation of the shared access for the campsite and the remaining agricultural land. Thereafter the approved signage shall be erected and permanently retained.
Warden accommodation
Prior to the site coming into use details of the proposed location, type and operation and areas of responsibility of the warden and the warden's accommodation shall be submitted to and approved in writing by the Department. The warden's accommodation shall not be occupied at any time other than by a person (and their dependant) solely or mainly employed as a warden for campsite (as shown within the proposed site plan).
Noise restriction
No sound systems or noise from devices, including generators, is allowed after 10pm.
