Officer’s Report

1.0 Description

1.1 The proposed application 24/00025/B was approved on 08.08.2024 for the new roof; new first floor window; convert existing first floor loading door into window; install loading beam and reopen gable end aperture at first floor as loading door; new first floor access and steel staircase from ground floor courtyard; small ground floor extension at northern end subject to 3 conditions one of which required submission of additional information prior to the commencement of works.

1.2 This report is specific to Condition 3 which the applicants are seeking to satisfy.

24/10096/AIR 1.3 Specific wording of the condition as follows:

'C3. No development shall commence until a preliminary bat and bird survey has been submitted to and approved in writing by the Department. The bat survey shall identify impacts on bat species together with mitigation, where appropriate, including a timetable for its implementation. The development shall not be carried out unless in accordance with the approved details.

Reason: To provide adequate safeguards for the bats.'

2.0 Proposal

2.1 The applicant has submitted 4 Christian Street Ramsey Breeding Bird Report September 2024 Final and 4 Christian Street - Bat Study 12 Sep 2024. Both these reports detail provide cover the methodology behind their respective surveys as well as the results which both advised no evidence of bat roosts and bird nests. The Bat study had no recommendations for mitigation due to the lack of roosts.

3.0 Consultation

3.1 The DEFA Ecopolicy Officer was consulted for advice on the satisfaction of condition. The advice received on 30.09.2024, after their review of the submitted documents, concludes that they are pleased that the information satisfies the relevant clauses. They also recommended 2 swift bricks/ boxes are installed, high up on a North to North-easterly elevation, ideally not above windows or doors.

4.0 Recommendation

4.1 In the instance of the submitted 4 Christian Street Ramsey Breeding Bird Report September 2024 Final and 4 Christian Street - Bat Study 12 Sep 2024 and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient and would be considered satisfactory for planning condition 3 of application 24/00025/B with the understanding that the development shall not be carried out unless in accordance with the approved details.
