Statement of Fact

I, Karl Inglis, of 1 Railway Terrace, Douglas, Isle of Man, IM1 4LT make this statement as an independent contractor and say as follows:

• 1. I make this statement of fact based on my personal knowledge, unless otherwise stated, and that the following facts and matters are accurate to the best of my knowledge.
• 2. My background is research and project management in the film and television industry of which I have over 10 years’ experience.
• 3. I hold a full Class 1 HGV license, IOSH a iliated Health and Safety member with 5 years’ experience in safety management and have 7 years tra ic management with Manx Auto Sport – Marshalling Rallies in the Isle of Man as a Stage Commander.
• 4. I was contracted to do a parking survey and take images of Palace Road at specific times of the day, for a planning application for Eaton Court Palace Road.
• 5. The property is a block of flats situated on a hill joining Empress Terrace, Empress Drive and Palace Road.
• 6. The property has on the ground floor level a garage for vehicles to park.
• 7. I observed this garage at around 7am, 10am, 1pm, 4pm and 7pm on Friday 15th November 2024 to Thursday 21st November 2024.
• 8. During my observations, I only ever encountered 6 vehicles in the garage that holds 18 vehicles and observed storage of equipment throughout this time in a couple of the parking spaces.
• 9. On Wednesday 20th 2024, we su ered snowstorms with a yellow weather warning in place and police advising not to travel unless required. This showed an increase in vehicular activity parked in the street, however, did not increase the number of vehicles within the garage and street parking was still significantly high as shown in IMG_6137 which is an image of the street about 10-20 yards from Eaton Court.
• 10. On every day, I observed in the same location multiple spaces available for vehicular parking and estimated around 20 more vehicles would be able to park within the street on most days.
