Officer’s Report
1.0 Description
1.1 The proposed application 22/00675/B was approved at appeal on 10.07.2024 for the full approval for a residential development comprising up to 320 dwellings, a nursery and a neighbourhood centre with associated highway and pedestrian/cycle access and infrastructure, drainage, landscaping and public open space together with approval in principle for a 2-form entry primary school and associated access/infrastructure subject to 38 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 33 which the applicants are seeking to satisfy.

1.3 Specific wording of the condition as follows:
No development shall take place on any part of the site, including any site clearance and ground preparation works, until a written scheme of investigation, to include excavations where required, has been submitted to and approved in writing by the Department. The scheme shall provide details of the programme of archaeological works to be carried out within the site, as well as post-excavation assessment (including analysis of the site investigation records and findings and production of a final report on the significance of the archaeological, historical and architectural interest represented) and appropriate publication. The archaeological site work shall thereafter be implemented in full in accordance with the approved scheme.
Reason: To ensure that archaeological remains and features are adequately recorded.
2.0 Proposal
2.1 The applicant has submitted Braddan_WSI_V2 and LICENCE - Peel Road Braddan S-23 September 2024 for the satisfaction of condition 33. The Braddan_WSI_V2 document is a written scheme of investigation for an Archaeological Strip, Map and Record. The documents provides the following details for the scheme:
o Introduction o Archaeological and Historical Background o Project aims as well as excavation and recording methodology o Health and Safety o Bibliography and various appendix
Also provided is LICENCE - Peel Road Braddan S-23 September 2024 which is the licence provided by Manx National Heritage to carry out Archaeological Investigations.
3.0 Consultation
3.1 Manx National Heritage was consulted for advice on the satisfaction of condition. The advice received on 17.09.2024, after their review of the submitted documents, concludes that they are pleased that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In the instance of the submitted Braddan_WSI_V2 and LICENCE - Peel Road Braddan S- 23 September 2024 documents and after consultation with the Curator of Field Archaeology at Manx National Heritage, who are happy with the level of detail, it is deemed sufficient and would be considered satisfactory for the planning condition 33 of application 22/00675/B with the understanding that the archaeological site work shall thereafter be implemented in full in accordance with the approved scheme.
