Officer’s Report
1.0 Description 1.1 The proposed application 19/01057/B for the conversion and extension of redundant mill to create residential dwelling with additional tourist use was approved on 24.09.2020 subject to 11 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to condition 4 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition is as follows:
Prior to the undertaking of any works including clearance, a lighting scheme minimising light spill across the river and tree line shall be first submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details and retained as such thereafter.

2.0 Proposal 2.1 The applicants have submitted documents and drawings in relation to the external lighting that is to be implemented. There is a detailed layout included as well as product data sheets to provide information in relation to the surface mounted wall lights for out- door use . These details were updated on 24.09.2024 with additional information as requested by The Ecosystems Policy Team.
2.2 The detailed lighting plan indicates the areas and positions that each wall mounted light is to be installed with sufficient detail.
2.3 The lighting elevation 1612-100.12c Lighting Elevs shows in detail with numbers the light types which are to be installed and the direction in which the light will be omitted.
2.4 There are 3 wall mounted lights proposed for the whole development, two of which are cylinder in shape though one type omits light through both ends, and then one of which is rectangular in shape.
3.0 Consultation 3.1 Miss Sophie Costain from the Department's Ecosystem Policy Team was consulted for advice on the satisfaction of condition. The advice received 24.09.2024 after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted drawings and documentation and after consultation with the case officer from the original application, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 4 of planning application 19/01057/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
