The Ecosystem Policy Team note the changes that have been made to the lights in order to incorporate John Ward’s requests. However, though you state below that the output colour temperatures are all below 3000°K, the proposal still includes a brighter 26W Honeycomb light on the east elevation with a temperature of 3000°K. Could this be changed to 2700°K or lower to comply with the Bat Conservation Trust’s recommendations?

Good afternoon Richard, Thank you again for our phone conversation earlier in the week and for forwarding the artificial lighting scheme to John Ward for assessment with regards to fish. Following my previous email below, the scheme was subsequently amended to incorporate John Ward’s request to reduce the wattage of the lights to the rear terraces, and to confirm an inactive period between 2am and 6am.
Following Dan Spencer’s email yesterday, could I please reconfirm whether you believe the attached scheme makes sufficient precautions with regards to bats?

Good afternoon Richard, Many thanks for taking my call earlier. As discussed, we have two conditions related to the protection of wildlife that we are seeking to discharge as soon as possible, as described in my email to Sophie below. I will contact John Ward regarding our method for protection of the watercourse (Condition 3). I would appreciate it if you or your team would be able to advise regarding the lighting design and specification that we have prepared in relation to Condition 4, as attached. In addition to being directed away from the watercourse in all locations, the output colour temperature proposed is below 3000°K (2700°K in most cases), as advocated for in the Bat Conservation Trust’s Guidance Note 08/18. For any clarifications as may be required please don’t hesitate to contact me.

Good afternoon Sophie, I hope all is well with you, I had tried to give you a quick call this afternoon but assume you are out of the office.
There are two conditions attached to the above approval that we are looking to discharge. These concern works proximate to the watercourse (Condition 3) and lighting (Condition 4) - please see the attached Decision Notice.
Building Control approval was obtained last Friday and works need to start as soon as possible in compliance with Condition 1. We have therefore submitted two AIR applications regarding each of the two conditions - also attached.
The method statement regarding works proximate to the watercourse uses the same or similar precautions to those we have employed on another riverside project, and which met DEFA’s requirements.
The lighting design has been prepared to direct all light away from the riverside, to avoid the previously identified risk to bats and fish. Low-power lighting to the front of the building and forecourt will be obscured from the river by the mill structure itself. The rear terraces will have opaque masonry parapets; down-lighting to these areas has been located behind the parapets and directed away from the watercourse.
In an effort to expedite this matter I would greatly appreciate it if you could please review the attached so that the conditions may be discharged. Please don’t hesitate to call me if you have any questions.
