Officer’s Report
1.0 Description 1.1 The proposed application 23/01057/B for the construction and replacement of existing walls for the purpose of providing flood protection to Glen Road, Laxey was approved on by the Planning Committee on 08.07.2024 subject to 5 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 2 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition is as follows:

24/10104/AIR 1.4 Prior to the commencement of any works of construction for the development hereby approved, details and samples of the surface finish for all works, including facing stones and coping stones for the flood defence walls, above river level shall be submitted to and approved in writing by DEFA Planning. Thereafter, the works shall be implemented using the approved materials. Reason: In the interests of visual amenity of the site and surroundings, and to protect the character and appearance of the Laxey Conservation Area in which the site is located.
2.0 Proposal 2.1 Braeside: It is proposed that the applicants will use precast concrete wall units, the property side to be faced with stone cladding ORNEL NERRO 688 and have a concrete flat wall coping stone, in line with Appendix A. The river side of the new wall will be plain concrete, although it will be partially obscured when vegetation regrows in front of it. The riverbank will be protected with a biodegradable erosion control blanket which will protect the bank and allow the vegetation to grow back. Appendix C details the precast units and Appendix D is an example of the finished product once the vegetation has had a chance to re-establish itself. 2.2 Rivers Courts: The existing stone wall is to be removed and replaced with a reinforced hollow concrete block wall. The wall will have a concrete flat wall coping stone. The property side is to be faced with Ornel Nerro 688 stone cladding, as shown in Appendix A, with a smooth finish and pointing on the river side, to tie into the wall for Cumberland House. 2.3 Cumberland House and Cumberland Lodge: It is proposed to construct a reinforced hollow concrete block wall on top of the existing concrete wall. The wall will have a concrete flat wall coping stone. The property side will be faced with Ornel Nerro 688 stone cladding, as shown in Appendix A, with a smooth finish and pointing on the river side. The walls along these properties are currently primarily concrete due to the concrete toe. 2.4 Commissioners Land: The applicants have proposed to construct a reinforced hollow concrete block wall. The wall will have a concrete flat wall coping stone. The property side will be faced with Ornel Nerro 688 stone cladding, see Appendix A, with a smooth finish and pointing on the river side, tying into the wall from Cumberland Lodge.
3.0 Recommendation 3.1 In this instance of the submitted documentation and after consultation with the case officer, who is happy with the level of detail - it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 2 of application 23/01057/B, under the understanding that the development shall not be carried out unless in accordance with the approved details. __
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
