The officer assessed only the extension of hours, as the principle of the small-scale nail salon use in the summerhouse was already accepted under prior approval 24/00659/C.
General Policy 2
General Policy 2 sets out 'Development Control' considerations including wider impacts on amenity of local residents, character of the locality, and parking/access/highway safety, relevant even where proposal not in accordance with land-use zoning. Officer assessed the extension of hours against neighbour amenity (noise/disturbance) and found compliant as small-scale use causes no additional harm beyond residential norms, with conditions to protect locality.
Business Policy 1
Business Policy 1 encourages growth of employment opportunities throughout the Island. Officer found the small-scale home working nail salon aligns with this, noting trend of approving similar home businesses island-wide where parking acceptable.
Transport Policy 7
Transport Policy 7 relates to parking standards in Appendix 7.6. No on-site parking but ample street parking nearby; Highways no objection as no intensification, only hours extension, so compliant.

Notwithstanding the provisions of the Town and Country Planning (Use Classes) Order 2019 or Town and Country Planning (Change of Use) (Development) (No. 2) Order 2019 or any order amending, revoking or re-enacting these Orders, the building hereby approved shall be used only for the purpose hereby approved (beauty therapy) and shall not be used for any other purpose within Use Class 1.1 without the express grant of planning approval from the Department.
Summerhouse use if business ceases
For the avoidance of doubt, should the summerhouse cease to be used for the business use hereby approved as specified in Condition 3 of the approval, the summerhouse may either be removed or only be used for purposes incidental to the enjoyment on the main dwelling house at 18 Ballakermeen Drive.
no significant negative impact upon highway services, network functionality and/or parking as this would not material impact parking in the area as it is an extension of opening times rather than intensification of the site
