Officer’s Report
1.0 THE SITE 1.1 The site is Kia (Ocean) Isle of Man, Cooil Road, Douglas, a car sale site located at the north of corner of Cooil Road and Barley Field Road. The site comprises three buildings and surrounding car parking areas. The sales building closest to Cooil Road is a single-storey building with an asymmetrical pitched roof.
2.0 The PROPOSAL 2.1 The proposal is the installation of replacement and new illuminated and non-illuminated signage.
2.2 A totem is to be replaced on the grass bank next to Cooil Road. It is black and is approx. 4.9m high and 1.4m wide. It has the words "KIA Ocean" on one side. All letters are internally illuminated.
2.3 Other ads are on the sales building.
2.3 A vertical banner ad is to be installed on the sales building. It is black and is approx. 2m high and 0.6m wide. It has a greeting with the car logo, as well as the opening hours. The words are white and non-illuminated.
2.4 The banner ads on this building are also to be replaced with a taller banner, but with the same length as the existing ones. The background is black for both banners. Both have the word "KIA" on them. One has the word "Ocean" at the bottom right corner.
3.0 PLANNING HISTORY 3.1 Installation of illuminated and non-illuminated signage was APPROVED under PA 17/00423/D, which is for another sales building further away from Cooil Road.
3.2 Installation of both illuminated and non-illuminated signage was APPROVED under PA 15/01093/D. Many elements of the proposal are similar to those of the current application.
4.0 PLANNING POLICY Site Specific 4.1 The site is within an area designated as Industrial in the Area Plan for the East.
Strategic Policy 4.2 The Isle of Man Strategic Plan 2016 contains the following policies that are considered materially relevant to the assessment of this current planning application: o General Policy 2 (b) (c) (g) o General Policy 6 o General Policy 7
PPS and NPD 4.3 No planning policy statement or national policy directive is considered materially relevant to this application.
5.0 OTHER MATERIAL CONSIDERATIONS Strategy and Guidance 5.1 There is no strategy or guidance considered materially relevant to this application.
6.0 REPRESENTATION 6.1 Douglas City Council has not commented at the time of this report (08.09.2025).
6.2 DoI Highway Services has not commented at the time of this report (08.09.2025).

6.3 Manx Utilities has no objection to this application (27.08.2025).
7.0 ASSESSMENT Elements of Assessment 7.1 The key considerations in the determination of the application are its impact on the character and appearance of the Area.
7.2 The advertisement relates to the company occupying the building. The signage is of typical design and materials. They also relate well to the building and site where they will be displayed and do not stand out from their industrial surroundings.
7.3 A new advertisement visible on the highway may distract drivers. The totem in this application is straightforward, requiring minimal effort to understand its meaning. Therefore, it is not considered to harm highway safety.
8.0 CONCLUSION 8.1 The proposal is not considered to harm the character of the area. It is considered to comply with General Policy 2, 6, and 7 of the Strategic Plan. Therefore, it is recommended for an approval.
9.0 INTERESTED PERSON STATUS 9.1 By virtue of the Town and Country Planning (Control of Advertisements) Regulations 2013 (As Amended), the following persons are automatically interested persons: o The applicant, or if there is one, the applicant's agent; o Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; o The local authority in whose district the land which the subject of the application is situated. o the Highways, Ports and Railways divisions of the Department of Infrastructure.
9.2 The decision-maker must determine: o whether any other comments from Government Departments (other than those explicitly listed above) are material; and o whether there are other persons to those listed above who should be given Interested Person Status.
