Officer’s Report
1.0 Description 1.1 The proposed application 24/00453/B for Demolition of existing dwelling and associated buildings and creation of new dwelling with associated drive access was approved by the Planning Committee on 14.04.2025, subject to 10 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (3) which the applicants are seeking to satisfy.
The specific wording of the condition is as follows:
The development shall not commence until a programme of historic building recording of the building on the application site has been undertaken, submitted to and agreed in writing by the Department. The programme of building recording must be undertaken in accordance with Level Two as set out in Understanding Historic Buildings: A guide to good recording practice.
REASON: To ensure and safeguard the recording and inspection of matters of historical importance that will be lost in the course of works.

2.0 Proposal 2.1 The applicant's agent has submitted details relating to the historic building record, including a duly completed AIRC form on 18.08.2025. This submission meets the requirements of Level Two Building Recording as set out in Understanding Historic Buildings: A Guide to Good Recording Practice, comprising a list of interior and exterior photographs and building plans indicating the directions from which the photographs were taken.
3.0 Consultation 3.1 The Registered Buildings Officer was consulted for advice on the satisfaction of the relevant planning condition. Following their review of the submitted documents, advice received on 06 October 2025 confirms that the photographic record survey has been reviewed and filed, and in their view, the information provided is sufficient to discharge the requirements of the condition.
4.0 Recommendation 4.1 The submitted photographic record survey, including the completed AIRC form, provides sufficient detail to satisfy the requirements of Condition (3). The documentation aligns with Level Two Building Recording standards as set out in Understanding Historic Buildings: A Guide to Good Recording Practice and has been reviewed and accepted by the Registered Buildings Officer. The submission is therefore deemed acceptable, and the condition can be considered discharged on the understanding that the development shall not commence unless in accordance with the approved recording details.

I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
