Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Bin storage
Prior to the occupation of the development hereby approved, the secure bin storage area shall be provided in accordance with the approved plans (Drawing 06 Proposed Conversion received 02.08.24) and shall be permanently retained thereafter and solely for the purpose of refuse storage. Reason: In the interests of the appearance of the development and of the amenities of the area.
No significant negative impact upon highway safety, network functionality and/or parking as the site is a sustainable location of Douglas city centre and the proposed parking demand will be similar or less than the existing site use

Highway Services HDC has no objection to application 24/90902/B due to no significant negative highway impacts in a sustainable city centre location with similar or less parking demand. Douglas Borough Council has not yet provided comments, pending review of bin and recycling arrangements.
