Officer assessed fencing as matching adjacent tennis court fencing, allowing views through, and not harming locality or Conservation Area views, but plans unclear on layout impacting pedestrian safety, preventing full compliance.

Supports sports facilities with regard to preventing crime and anti-social behaviour. Officer found enclosure would better protect the historic pavilion and bowling green, according with this policy.
Environment Policy 36
Permits development near Conservation Areas only if no harm to important views. Site abuts Woodbourne Road Conservation Area but fencing causes no harmful impacts due to limited views and open mesh design.
The proposal is acceptable in principle but certain details should be considered/amended: The fence line should be confirmed to be positioned no further away from the bowling green boundary than the existing bench line. The fence line should be angled in the eastern corner, similar to the existing bench line, so that the footpath maintains similar width throughout its length around the new fence line. The proposed gate should swing inwards towards the bowling green. Therefore, the applicant should reassess the proposals and provide additional information/updated plans where necessary taking account of the points above.
Highway Services HDC states no significant negative impact on highways and does not oppose application 24/90984/B. A public representation from a local resident objects to the fencing due to loss of public open space and visual impact.
