NOTE. In this instance of the submitted drawings and documentation and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions 3 and 4 of application 23/01192/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

Officer’s Report
1.0 Description 1.1 The proposed application 22/01133/B Erection of 73 dwellings with associated access, parking, open space and landscaping was approved on by the Planning Committee on 21.08.2023 subject to 11 conditions, some of which required submission of additional information prior to the commencement of works.

1.2 This report is specific to Conditions 8, 9 and 10 which the applicants are seeking to satisfy.
1.3 Specific wording of the conditions are as follows:
1.3.1 (8) Prior to the commencement of the development hereby approved, details of the proposed lizard hibernaculum as shown in the Detailed Landscape proposals shall be submitted to and approved in writing, including timescale for its construction and for seeding of the surrounding area. The hibernaculum shall be constructed in accordance with the approved details and retained as such thereafter.
Reason: To ensure that adequate ecological mitigation and enhancement is provided and maintained.
1.3.2 (9) Prior to the commencement of the development hereby approved, details shall be submitted to and approved in writing by the Department which set out the long term maintenance and management of the open space and landscaped areas, taking into account the Preliminary Ecological Appraisal dated April 2021, Technical Note: Habitat' dated February 2021 and Notes: Ecological Impact and Common Lizards Mitigation' dated March 2021 (including provision for the area shown on the Detailed Landscape Proposals as "Species Rich Grassland/Wildflower Seeded Areas" which contains the hibernaculum to be cut in early September and again in winter, on a rotational basis to maintain structural diversity for lizards and suitable habitat year-round). The site shall be maintained in accordance with the approved details.
Reason: To ensure that adequate ecological mitigation and enhancement is provided and maintained.
1.3.3 (10) Prior to the commencement of the development, hereby permitted, all details proposed for wildlife mitigation, including house martin and collared dove, external boxes and hedgehog friendly fencing, shall be shown on an updated site plan, which shall be approved in writing by DEFA Planning. Subsequently, prior to the first occupation of any dwelling these measures shall be provided in accordance with the agreed details, and shall thereafter be permanently retained and maintained.
Reason: To ensure that adequate ecological mitigation and enhancement is provided and maintained.
2.0 Proposal 2.1 The applicant submitted a total of 4 documents on 28.08.2024 along with the relevant application form. There was additional information submitted on 05.09.2024 with revised drawings as requested by the Departments Ecosystem Policy Officer.
2.3 Phase 2 Wildlife Mitigation sheet 1 of 3 details areas of existing hedges to be retained, and removed as well as outlining tree protection zones and areas of proposed native hedges.
2.2 Phase 2 Wildlife Mitigation sheet 2 of 3 details that of which is outlined above as well as the areas for the hibernacula.
2.4 Phase 2 Wildlife Mitigation sheet 3 of 3 details the butterfly bank, specific wildlife boxes, and the details for the hibernaculum. It is proposed that there will be built in bat boxes provided on each dwelling at high level either on south, west and east elevations. There will

24/10090/AIR also be collared dove nesting boxes either mounted on trees or 3 meter poles. There has also been details provided for built in bee bricks and owl boxes and martin boxes.
3.0 Consultation 3.1 Miss Sophie Costain from the Department's Ecosystem Policy Team was consulted for advice on the satisfaction of condition. The advice received 05.09.2024 after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted drawings and documentation and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions 3 and 4 of application 23/01192/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
