Housing Policy 16
Allows residential extensions and alterations in countryside where they do not detract from countryside character or increase impact of non-traditional dwellings viewed publicly. Officer assessed proposal meets this as extension is subordinate, screened by trees and bank, not increasing public view impact despite site in non-development zone.
General Policy 2
Sets general development control standards with Residential Design Guidance. Officer found extension's form, mass, and design suitable, providing positive contribution without adverse impact on surroundings.
General Policy 3
Prohibits development outside zoned areas except specific exceptions not including dwelling extensions. Site does not meet zoning or exceptions, but exception made via HP16 for extensions not detracting from countryside.
Environment Policy 2
Development in Areas of High Landscape Value must not harm landscape character and must be essential. Proposal acceptable as it does not harm AHLV character due to limited visibility.
Environment Policy 3
Protects woodland areas from unacceptable loss or damage. Addressed via tree protection condition for RA1220 trees.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Tree protection plan
No development shall take place until a tree protection plan is submitted and approved by the Department and the development shall be carried out in accordance with the approved details. The applicant is advised to discuss the tree protection plan with the Forestry Directorate. Such tree protection plan should include the following: a) Clearly indicate the precise location of the protective barriers that will be erected to form an exclusion zone around the retained trees which conform with British Standard 5837:2012; b) Clearly show where construction activity cannot/will not be excluded from the RPA; c) Consider the 'buildability' issues (In the placement of protective barriers) e.g. I. Access II. Contractors parking III. Space needed for excavations and construction work IV. Working space for cranes, plant & scaffolding V. Space for site huts, temporary toilets etc. VI. Space for storage. REASON: the site is situated within Registered Tree band RA1220
