Planning Statement
For: New vehicle access and associated works At: Land adjacent Peace House, Lhoobs Road, Foxdale, Isle of Man, IM4 3JA, into field 334289 1.0 Site Description and Existing Conditions 1.1 The site relating to this application is situated on Lhoobs Road in Foxdale and currently comprises an agricultural building and approximately 1 acre and is under field No. 334289 on the planning map search. The surrounding land to the East, South and Part North are under one ownership as outlined on the location plan. It extends to approximately 12 acres in total. 1.2 The site starts approximately 800m along Lhoobs Rd from the Eastern junction with the A24 Foxdale Road. 1.3 The existing site is workable land and has in the past been used for both arable and equestrian uses. The building on the site was granted planning permission in 2000. 1.4 Currently there is not direct vehicle access to the building on site without having to drive over a substantial part of the land which makes it redundant and not able to be used productively and not without being to the detriment of the site/land. The area when factoring in a laned approach currently stands at 443m2 (1/10th acre). 1.5 To the West of the site on the same side of Lhoobs road is a temporary vehicle access and hardstanding to Kion Slieu Plantation. Whilst temporary, this has not caused any issues and was granted under PA10/00192/B. 1.6 The adjacent site in ownership has vehicle access off Lhoob’s Rd. This allows access to existing building and the nature reserve area abutting Kionslieu Resevoir and field 334291. This is the access that currently has to be used and is approximately 82m away from the barn. 2.0 Proposal 2.1 The proposed development involves the creation of a new vehicle access directly off Lhoobs Rd. 2.2 The access would have gated access approximately 6.95m back from the highway to allow a vehicle to pull in off the roadside and open the gate to gain entry to the site. 2.3 The gate and surrounding fences would be 5 bar style timber as is common on such entrances.

2.4 The access would have a main width of approximately 5 metres with a final width next to the roadside with the curved hedge finish of 10.8m approximately. 2.5 There is currently has a drainage ditch and verge both sides of the highway. It is proposed that the drainage ditch continues under the new access and this will be undertaken in strict accordance with Highways requirements and immediate works under a section 109A agreement. To improve surface runoff measures, an additional aco drainage channel is proposed that will run into the drainage ditch. 2.6 The corners of the cut back sod bank hedging will have reclaimed random rubble faced to them. 2.7 The access lane to the existing barn will be a grey gravel finish sized to allow suitable turning area for a vehicle. Conclusion It is felt that the proposal does not give rise to practical planning harm and should be looked upon favourably.
