N1. In this instance of the submitted documentation and after consultation with the relevant Department confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 3 of application 24/91418/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

Officer’s Report
1.0 Description 1.1 The proposed application 24/91418/B for the erection of a replacement dwelling was approved by the Planning Committee on 14.04.2025, subject to 8 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 3 which the applicants are seeking to satisfy.
The specific wording of the condition is as follows:
(3) No development shall take place until full details of soft landscaping works have been submitted to and approved in writing by the Department and these works shall be carried out as approved. Details of the soft landscaping works include details of the retention of existing landscaping and new planting showing, type, size and position of each. All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the kennel extension, whichever is the sooner. Any trees or plants which die or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species

REASON: To ensure the provision of an appropriate landscape setting to the development.
2.0 Proposal 2.1 The applicants have submitted a plan which includes a detailed planting list along with a duly completed AIRC form on the 31.07.2025.
2.2 The list includes -
West and Roadside Boundary: 4 x Trees - Amelanchier Lamarckii, Acer Campestre, Maulus Domestien (Blenheim Orange), Malus Domestian (Charles Ross) 19 x Shubs - 3 Photinin (Red Robin), 3 Fuchsia Magellanina (Magellan Fuchsia), 3 Berberis Darwinil, 1 Royal Purple, 4 Lavendula and 5 Potentilla Fruiticosa.
East Boundary: 4 x Trees - 2 Amelanchier Lamarckii and 2 Malus (Prairie Fire). 15 x Shrubs - 6 Escallonin Rubra, 4 Fuchsia Magellanica (Manx Fuchsia) and 5 Potentilla Fruiticosa. The existing Hebe & Fuchsia Boundary shrubs are to be retained.
2.3 All shrubs to be 40-60cm in 2/3L pots as available. All Trees to be approximately 150-180cm as available. 2x Malus Domestica on M26 rootstork.
3.0 Consultation 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (14.08.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
3.2 The Department's Ecosystems Policy Team were consulted for advice on the information that has been provided. The following comments were received on 08.08.2025: "Though the original Proposed Site Plans submitted with PA 24/91418/B stated that native planting was to be undertaken on site, the submitted landscaping plans show almost entirely non-native planting but, due to the location of the property, the Ecosystem Policy Team do not believe that native planting is require here.
However, Cotoneaster franchetii should be removed from the planting plans as this is a non-native invasive plant species listed on Schedule 8 of the Wildlife Act 1990. We also recommend that Olearia macrodonta is removed from the planting list."
These species have now been removed and an updated planting list has been provided (11.09.2025)
4.0 Recommendation 4.1 In this instance of the submitted documentation and after consultation with the relevant Department confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 3 of application 24/91418/B which was to only ensure; "the provision of an appropriate landscape setting to the development" and under the understanding that the development shall not be carried out unless in accordance with the approved details.
