Re: Proposed Beauty Treatment Area, Park House, Isle of Man Business Park, Douglas, Isle of Man IM2 2QZ
Please find attached the electronic Planning Application for the above, comprising the completed Application for Planning Approval form and Wilson Consulting drawing numbers as listed on the attached Drawing Issue Sheet; we will pay the Planning Application Fee of £385 by debit card upon request.
The office building as currently built and used was Approved under Planning Application 21/01108/B; that Application provided 28 dedicated parking spaces (that already existed) to serve offices at Ground and First Floor with a total area of 421m2 - i.e. one car parking space per 15m2 as required under Appendix 7 of the Isle of Man Strategic Plan 2016.
The Applicant subsequently applied for an additional 13 car parking spaces under Planning Application 22/01144/B, which was also Approved, and those spaces have been created and are available; as the area of office use has not changed since the original Planning Application, those 13 car parking spaces are over and above the amount of parking required by statute.
The Planning Approval Notice for the original application, PA 21/01108/B, contained Condition 3 that specifically stated that the Second Floor ‘shall not be used as offices’ but, rather ‘shall only be used in full accordance with drawing number 264/020a as ‘staff breakout space’’. However, since the building has been occupied, the principal Second Floor areas that are used by staff as break-out spaces do not include the two small meeting rooms opposite the lift lobby and collaboration/breakout spaces adjacent those; as a consequence, those spaces are substantially under-utilised and the Applicant would like to use them for an alternative purpose, as a beauty treatment area. Whilst the services provided would be available to staff, the Applicant requires that the area is financially independent and consequently available to external customers.
Therefore, this Planning Application seeks approval for Class 1.1 (e) use under the Town and Country Planning (Use Classes) Order 2019 for the small area identified and outlined in red

on the submitted drawings. The area would continue to not be used as office space, in accordance with the requirements of the original Planning Approval, but would be available to staff as part of their ‘breakout’ area; as indicated on the submitted drawings, 4 of the additional 13 dedicated car parking spaces would be provided for the exclusive use of the beauty treatment area.
