Hello, Highway Services HDC has reviewed the additional information for 25/10072/AIR attached and can state the proposals are ultimately acceptable although not ideal taken construction access off Bride Road rather than Andreas Road. Hi Richard/Chris Apologies for the late reply and in response to your emails, we confirm that we did initially consider access from the Andreas Road. However, due to the drainage and service connection points are all on Bride Road, we concluded a more logical sequence would be to build Phase 1 accessed via the Bride Road, with the remainder phases serviced predominately accessed from Andreas Road. This will have the advantage that we can better segregate residential access (via Bride Road) from the construction access for following phases which would be via the Andreas Road. With regards to Fairisle comments we can advise the following:

• 1 The existing drain at this location is under the path/parking layby and doesn’t run the full length of Bride Road. There is no weight restriction on Bride Road, which is currently a route for Heavy Goods vehicles travelling to the Point of Ayre / Balladoole Treatment works.

• 2 We have looked at the suggestion to use the existing farm lane, but this would not provide suitable access for the site. The intention is to form the main access, drains and vision splays onto the Bride Road as soon as possible, to base course level, so we have safe access and have clean off area to reduce mud on the main highway.
• 3 The Traffic Management Plan does refer to the need for road closures and traffic management to construct the drains, but we have added an Appendix D to the attached document showing this a little clearer on how we plan to do this and that it may also be a partial closure.
• 4 Yes, we still have the flood management condition to address (plus a few others), but this requires input from the ground work contractor, and will be done once we have them appointed them and prior to commencement.
• 5 We have also today submitted the phasing plan for discharge of the conditions
