Vollan Fields Bride / Andreas Road Ramsey Isle of Man

The purpose of this document is to propose how construction traffic, including site personnel movements, will be safely controlled at the Vollan Fields development.
The works comprise the construction of a mixed development of residential units with a small shop unit, a nursery, community hall and allocation of land for a school. Works include all infrastructure and landscaping.
The plan will be available electronically and available on the project portal for general access. The Plan will be managed and regularly updated by the Project Lead with assistance of the Project Management, Design Team, and Directors.
The Hartford Homes Design Team approves and supports this document as the principal document demonstrating access for construction traffic.
The Hartford Homes Design Team is responsible for authorizing and maintainingthis document.
The Site Manager is responsible for ensuring all project personnel are aware of the contents of this Traffic Management Plan and understand their role in fulfilling the project obligations.
Project personnel, including all subcontractors and suppliers, are to comply with the requirements of this Traffic Management Plan and make the site manager aware of any potential breach or concerns as soon as possible.
2.0 Site Working Time
It is proposed that the construction will be undertaken between 8.00 and 18.00 Monday to Friday; between 8.00 and 13.00 on Saturday; and at no time on Sundays and/or bank and public holidays. Contractors may work outside these hours if they are not causing any noise to audible at the site boundary. The times can vary on occasions where health and safety prevail.
If work is required outside these times due to an emergency or work that must be done out of hours local business and properties will be advised via letter drops.
3.0 General Requirements
Wheels of site vehicles will be cleaned before they leave the site, where possible. This will be supplemented by road sweeping to clean roads as required; this will prevent tracking of mud and debris onto surrounding routes. Such washing will be undertaken inlocations to mitigate the risk of run-off entering highway.
Haulage routes to and from the development site should be watered as necessaryto minimize dust nuisance and should be stabilized/compacted to reduce the off- site transfer of soil and other materials.
Operators will be required to switch off plant engines when not required. Ensure vehicles and plant are not overloaded to prevent laboring. The vehicle fleet will be well maintained, and consideration given when acquiringnew vehicles and planting emissions. The Site Manager will coordinate the schedule of deliveries. Site speed limits on access roads will be set to 20mph and promoted.
All site traffic should keep to designated haul routes to reduce the breakdown and subsequent entrainment of fine material into the atmosphere.
The site compound will be situated as close to the construction site as possible inorder to reduce the distance that operators / materials must travel and maybe move during the development to reflect this.
The internal roads within the development would be constructed up to base course level as soon as possible to further help reduce mud and assist in delivering materials to the working area.
There would be deliveries most days to site and the maximum sized vehicle would be articulated wagons. On site hard standing areas would be formed in each working area suitable for unloading and turning within the site boundaries.
Suppliers will be asked to check in advance of deliveries that the unloading area is available and that the site has the ability to receive the goods.
For offsite drainage works and service connections traffic management would be employed, and letter drops to keep residents informed prior to works commencing.
The site is located within walking and cycling distance to residential areas of Ramsey and is located close to the bus network. Employees will be encouraged through toolbox talks on the benefits of active travel and locations of local bus routes.
As early as possible the vision splays will be formed to the Bride Road entrance to provide safe access and egress.
Where possible earthworks to be retained on site and minimize removal from site.
All vehicles entering the site will be able to turn on the site and leave through a forward gear.
A separate access gate and route to cabins will be provided for pedestrians.
Letter drops will be distributed to the existing business and residential properties providing updates on the progress of the works and informing them of any works that may impact on their day-to-day operations.
Road Sweeping will be employed when required to keep access roads clean.
Access to the Biodiversity Area will be through Royal Park for the duration of the landscape works warning signage to local residents and additional signage to remind operatives of the traffic speeds. Letter drops to the residents of Royal Park will be distributed advising of the works and duration
5.0 Phase 2, 3 and 4 As early as possible the vision splays will be formed to the Bride Road entrance to provide safe access and egress. Where possible earthworks to be retained on site and minimize removal from site.

6.0 Existing Highway
Prior to the commencement on site photographic condition survey of the access roads will be carried out and distributed to the highway authority.
Any damage arising from the construction will be made good as soon as it is practically possible.
The site is close to the existing residential area and a Dog Day Care Centre and Boarding Kennals.
See Appendix C for the wider network. The development site is located on a local route which connects Ramsey to Bride and Andreas. It is also close to the district route through Ramsey and the primary route connecting Ramsey to Douglas and Peel. This will stop access routes within residential areas being used.
The site is located adjacent to the following bus routes.
X3, 5, 17k 18a, 18k, 20, 20a regular services to Town Centre, Andreas, Jurby and Bride. The site is within walking distance of the Town Centre which has regular services Sulby, Ballaugh, Kirk Michael, Peel, Laxey and Douglas.
The site is also within walking distance of Tram Railway Station which operates throughout April to October and provides connections to Laxey and Douglas.
Periodically the Lezayre Road and Mountain Road will be closed for the TT and Manx Grand Prix events in May / June / August and deliveries with heavy goods vehicle will be planned outside the road closures.
7.0 Off Site Works
The proposed development does require some offsite works as follows.
It is anticipated that item (i) will require some road closures and diversions for the drainage works.
For item (ii) these works will require localized traffic control to be provided for the duration of works and will not require any diversion of the highway.
