In this instance of the submitted documentation and after consultation with the relevant Department confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 18 of application 22/00675/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

Officer’s Report
1.0 Description 1.1 The proposed application 22/00675/B for the full approval for a residential development comprising up to 320 dwellings, a nursery and a neighbourhood centre with associated highway and pedestrian/cycle access and infrastructure, drainage, landscaping and public open space together with approval in principle for a 2-form entry primary school and associated access/infrastructure was approved after appeal on 10.07.2024, subject to 38 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 18 which the applicants are seeking to satisfy.
The specific wording of the condition is as follows:
Work shall not commence on construction of the surface water attenuation feature shown on Drawing No Hart 045-50 Rev E until full details, including existing and proposed contours

25/10071/AIR and cross-sections, have been submitted to and approved in writing by the Department. Development shall be carried out in accordance with the approved details.
REASON: In the interest of visual amenity and to prevent increased risk of flooding and pollution.
2.0 Proposal 2.1 The applicants have submitted detailed plans and drawings detailing the surface water attenuation feature, along with a duly completed AIRC form on the 09.06.2025.
2.2 The detailed plan (dwg no. SK250529-01) that has been provided indicates:
Proposed surface water sewer Proposed surface water chamber Fungus location and exclusion zone (FEZ) Proposed foul sewer Proposed foul chamber
2.3 Section A-A provides details for the proposed pre-cast concrete headwall, Althon H20CC, or equivalent approved, with cranked grating and 3 sided key clamp. To be agreed with MUA prior to commencement. Also proposed is an SWA002 - Flow Control Chamber CL 16.514 m Pipe IL 14.522 m 0.450 m Sump.
2.4 Dwg no. H20CC + CRG details specification information such as:
2.4.1 Cranked Grating Specification Information:
2.4.2 Althon H20CC units should be bedded on a minimum of 100mm semi-dry concrete/ Sit the headwall level or with a slight fall 1:50 from pip to spill mouth.
3.0 Consultation . 3.1 Manx Utilities Authority were consulted for advice on the information that has been provided. They have confirmed that they worked in conjunction with the Developers during the design process off the headwall and are satisfied with the information that had been provided. (21.08.2025)
4.0 Recommendation 4.1 In this instance of the submitted documentation and after consultation with the relevant Department and external stakeholders, confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 18 of application 22/00675/B, under the understanding that the development shall not be carried out unless in accordance with the approved details. __
I can confirm that this decision has been made by the Head of Development Management in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status
