Officer’s Report
1.0 Description 1.1 The proposed application 25/90270/B for the change of use from retail to clinic and health centres with alterations to external windows and doors was approved at Planning Committee 19.05.2025 subject to 3 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (2) which the applicants are seeking to satisfy.
The specific wording of the condition is as follows:
Prior to the installation of external finishes and materials, details of all external finishes, including the manufacturer's details, specification and colour of all the materials/wall/windows/doors to be used in the external finish for the approved development shall be submitted to and approved in writing by the Department.

25/10077/AIR The development shall not be occupied or brought into use unless the external finish has been applied in accordance with the approved details and retained as such thereafter.
REASON: To ensure that the development is carried out to the highest standards of materials, in the interests of the appearance of the development and the visual amenities of the area.
2.0 Proposal 2.1 The applicant's agent has submitted a details in relation to the window and door finishes as well, including details for the finished render along with a duly completed AIRC form on the 13.06.2025.
2.2 Proposed is: All new render to the amended openings is to match the existing building render in texture & is to be painted to match the colour of the existing building as shown in the photographs and noted on drawing numbered: 25 - 110 - 02 A.
2.3 The proposed new doors are to be white aluminium as per the Shopline brochure.
2.4 The new windows are to be white UPVC windows as per the Logik Trade Brochure.
3.0 Consultation 3.1 Consultation was made with the Planning Officer that dealt with the original planning application. The advice received 20.06.2025, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted documentation and after consultation with the relevant Department confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 2 of application 25/90270/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
