Strategic Policy 2 - Priority for new development to identified towns and villages
Focuses new development in existing settlements unless complies with GP3. Site outside settlement boundary in countryside; proposal fails GP3 tests so non-compliant.
Spatial Policy 5
New development in defined settlements or countryside per GP3. Fails as unzoned rural site without GP3 exception, harming landscape context.
Environment Policy 1
Protects countryside for its own sake. Domestic intrusion via curtilage extension and glazing harms rural character.
General Policy 2
Requires positive relation to locality character (b). Large glazing fails landscape context analysis, deleterious countryside impact.
General Policy 3
Acceptable development outside zones only per exceptions (e.g. redundant rural buildings of value). Fails (a,c,d,e,f,g,h); not previously developed land (excludes ag buildings); no historic value.
Environment Policy 16
Reuse of rural buildings if redundant/intact (a), preserves valued fabric (b), no adverse change (c), no traffic issues (d), no dispersal prejudice (e), benefits outweigh retention (f). Fails redundancy proof (neighbours could use), no historic interest, glazing alters ag character adversely, no rural economy benefits.
Strategic Policy 4
Maintains settlement character/scale in Baldrine. Unwarranted intrusion into open countryside.
no significant negative impact upon highway safety, network functionality and/or parking, as the existing site could be used for frequent daily agricultural traffic

Whilst there appears to be little agricultural justification for use of the current building from the property currently for any alternative use; It’s likely that the building is constructed to an agricultural specification and not to commercial/industrial standards.; the land is not actively farmed by the owners, being cut or left for nature.
