Officer’s Report
1.0 Description 1.1 The proposed application 24/00653/B for the erection of three detached dwellings with integral garages to replace proposals for an apartment building previously approved by PA21/00083/MCH was approved by the Planning Committee on 22.07.2024 subject to 7 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (7) which the applicants are seeking to satisfy.
The specific wording of the condition is as follows:
Prior to the installation of any external glazed balustrades details to prevent bird strikes on the clear glass balustrades shall be submitted in writing to the Department and these approved measures shall be installed prior to the occupation of that dwelling.
REASON: in the interests of biodiversity.

25/10080/AIR 2.0 Proposal 2.1 The applicant's agent has submitted a detailed product data sheet to be installed, along with a duly completed AIRC form on the 19.06.2025.
2.2 The Product Data sheet for the BirdShades bird protection window film to be installed provides the following information: Nearly transparent window film with special coating, which makes glass visible to birds. BirdShades bird protection window film is highly effective in mitigating bird-window collisions, function scientifically tested (Swaddle et al 2020, Zysk-Gorczynska et al 2022, Swaddle et al 2023). The bird protection window film is applied via wet application to the entire exterior window surface. For installation, we recommend choosing a specialist company that is specialized in the installation of sun protection window films. The window film is recommended for exterior float glass, special coatings and especially laminated glass must be consulted with BirdShades to make sure the bird protection window film works on the specific glass substrate.
2.3 A table has been provided with the exact specifications of measurement on 2mm float glass.
2.4 Maintenance instructions have been provided and are as follows:
Do not clean in the first 30 days after installation. Wet cleaning with commercially available glass cleaners. The cleaning agent must be wet and non-abrasive, ideally with a pH value between 6 and 8 (neither strongly acidic nor strongly alkaline).
Soft cleaning cloths (NO microfiber cloth), sponges or wash-leather recommend for cleaning. Aggressive cleaning agents, abrasive materials, brushes, pointed objects or high- pressure cleaning are not suitable and can damage the window film. Never dry-clean the surface.
Proper cleaning of the film is a prerequisite for maintaining the warranty claim. Due to environmental influences, cleaning intervals must be observed to ensure that the warranty claim is not voided. Cleaning interval in areas with high air pollution: 2 times per year Cleaning interval in rural areas: 1 time per year
3.0 Consultation 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (30.07.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
3.2 The Department's Ecosystems Policy Team were consulted for advice on the information that has been provided. The following comments were received: "The Ecosystem Policy Team would be content with the BirdShades bird protection window film being installed in order to prevent bird strikes. A drawing showing where this film is to be installed has not been provided, but it should be installed on all of the clear glass balustrades of each of the three properties, located on the 1st and 2nd floors on the rear elevations." 09.07.2025.
4.0 Recommendation 4.1 In this instance of the submitted documentation and after consultation with the relevant Department confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 7 of application 24/00653/B , under the understanding that the development shall not be carried out unless in accordance with the approved details.
