Officer’s Report
1.0 Description 1.1 The proposed application (19/00959/B) for the Demolition of existing buildings and erection of 73 bedroom elderly persons care home with associated parking, retaining walls and landscaping (in association with PA 19/00960/CON) was approved by the Planning Committee on (11.11.2019) subject to (11) conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (11) which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

24/10066/AIR Prior to the commencement of any construction work including site clearance a Construction Management Plan (CMP) shall be submitted to and agreed in writing by the Department. The approved CMP shall be adhered to for the duration of the construction period.
Reason: To ensure highway safety and to minimise any negative impact upon the highway network in accordance with General Policy 2 (h&i).
2.0 Proposal 2.1 The applicant's agent has submitted documents outlining the construction management plan including information for the Department of Infrastructure Highways Division along with an application form on the 12.07.2024. (Insert submitted details)
2.2 Supplied is a comprehensive project specific Construction Management Plan (CMP) that has been developed by appropriately qualified and experienced construction professionals.
2.3 The purpose of the CMP supplied is to provide a management tool and documented set of general arrangements and operating procedures to reduce and manage, so far as practicable, the adverse effects from the construction phase of the development on the local community and infrastructure.
2.4 The CMP further addresses specifically the various parts of condition 11 of the planning approval notice dated 15th November 2019;
2.5 Outlined for the DOI Highways Division are: Routes to be taken by delivery vehicles and vehicles removing material
3.0 Consultation 3.1 The Department of Infrastructure Highways Division was consulted for advice on the satisfaction of condition. The advice received 18.07.2024, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted CMP and after consultation with the case officer confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition (11) of application (19/00959/B), under the understanding that the development shall not be carried out unless in accordance with the approved details.
