NOTE. The approved documents and plans are deemed sufficient and would be considered satisfactory for the following planning conditions of application 24/00459/B;
o Condition 2 with the understanding that the approved landscaping scheme shall be carried out in accordance with the approved details. The works shall be carried out during the first available planting season following the commencement of the development or in accordance with the programme agreed in writing with the Department.
Any trees or plants indicated on the approved scheme which, within a period of five years from the date of planting, die, are removed or become seriously damaged or diseased shall be replaced during the next planting season with other trees or plants of a species and size to be first approved in writing by the Department.
o Condition 3 with the understanding that the Tree Protection Measures shall remain in place until such time as the development is substantially complete. During the course of construction, the developer shall comply with the Recommended Protection Measures for Retained Trees set out at Section 4.5 of the approved Manx Roots Arboricultural Impact Assessment dated April 2024.
o Condition 4 with the understanding that the approved box(es) shall be installed prior to the development hereby permitted first coming into use.

Officer’s Report
1.0 Description
1.1 The proposed application 24/00459/B was approved on 10.06.2024 for the proposed detached double garage, new driveway and extension to existing residential curtilage subject to 6 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Conditions 2, 3, 4 & 6 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:
'C2. No development shall be commenced until soft landscaping scheme has been submitted to and approved in writing by the Department. Such a scheme shall include details of new trees (to mitigate the loss of trees) and hedgerow and shall include a landscaping plan, planting specification and a programme of implementation.
The approved landscaping scheme shall be carried out in accordance with the approved details. The works shall be carried out during the first available planting season following the commencement of the development or in accordance with the programme agreed in writing with the Department.
Any trees or plants indicated on the approved scheme which, within a period of five years from the date of planting, die, are removed or become seriously damaged or diseased shall be replaced during the next planting season with other trees or plants of a species and size to be first approved in writing by the Department.
Reason: To ensure appropriate mitigation for the loss of trees is secured, in the interest of landscape character and biodiversity.'

24/10068/AIR Protection measures identified on DrNo TP-100424 have been fully implemented on the site. The Tree Protection Measures shall remain in place until such time as the development is substantially complete. During the course of construction, the developer shall comply with the Recommended Protection Measures for Retained Trees set out at Section 4.5 of the approved Manx Roots Arboricultural Impact Assessment dated April 2024.
Reason: To provide protection for retained trees within the site, in the interest of tree health.'
'C4. No works above damp proof course shall take place until a bird box plan has been submitted to the Department of the Environment Food and Agriculture and approved in writing. The approved box(es) shall be installed prior to the development hereby permitted first coming into use. The plan shall include details about the type, number and locations of the boxes. Bricks/boxes should be placed high up on a northerly elevation, not above windows or doors.
Reason: To ensure that suitable biodiversity enhancement measures are provided on the development site.'
'C6. No development hereby permitted shall commence until details and drawings of a new sod bank, to be constructed along the southern boundary of the application site, have first been submitted to and approved in writing by the Department. The sod bank shall be fully completed in accordance with the approved details and drawings prior to the development hereby permitted first being brought into use.
Reason: To ensure the development makes a satisfactory impact upon landscape character.'
2.0 Proposal
2.1 The applicant's agent has submitted PP-140624revB, The Grange Arb Monitoring Schedule (MS-200624), SOD BANK DRAWING DRG REV 10A, BIRD BOX DETAILS DRG 11 and COVERING LETTER PLANNING CONDITIONS.
2.2 PP-140624revB provide a landscaping plan for the satisfaction of condition 2 which shows the planting of 3 silver birch, 1 common hawthorn and 4 common walnut as mitigation for the removed trees in the field in front of the property and Great periwinkle either side of the proposed garage. Also included on the plan is information on the planting specification, the location of the planting and a programme of implementation.
2.3 The Grange Arb Monitoring Schedule (MS-200624) was submitted for the satisfaction of condition 3 as the Arboricultural Monitoring Schedule. The report provides information on the site monitoring details, the roles and responsibilities, sequence of works and tree protection monitoring.
2.4 BIRD BOX DETAILS DRG 11 was submitted for the satisfaction of condition 4 which provides details of the type of bird box being used and there location on the approved garage.
2.5 SOD BANK DRAWING DRG REV 10A was submitted for the satisfaction of condition 6 and provides a plan including details of the location and construction of the sod bank along the southern boundary.
3.0 Consultation

24/10068/AIR 3.1 The Ecopolicy Officer was consulted for advice on the satisfaction of condition. The advice received on 17.07.2024, after their review of the submitted documents, concludes that they are pleased that the information satisfies the relevant clauses of conditions 2 and 4.
3.2 The Forestry team was consulted for advice on the satisfaction of condition. The advice received on 05.08.2024, after their review of the submitted documents, concludes that they are pleased that the information satisfies the relevant clauses of condition 3.
4.0 Recommendation
4.1 In the instance of the submitted PP-140624revB, The Grange Arb Monitoring Schedule (MS-200624), SOD BANK DRAWING DRG REV 10A, BIRD BOX DETAILS DRG 11 and COVERING LETTER PLANNING CONDITIONS and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient and would be considered satisfactory for the following planning conditions of application 24/00459/B;
o Condition 2 with the understanding that the approved landscaping scheme shall be carried out in accordance with the approved details. The works shall be carried out during the first available planting season following the commencement of the development or in accordance with the programme agreed in writing with the Department.
