NOTE1. In this instance of the submitted drawings and documentation and after consultation with the case officer, Mr Chris Balmer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 4 of application 20/01485/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

Officer’s Report
1.0 Description
1.1 The proposed application 22/01485/B for a residential development comprising 31 dwellings with associated roads, plots, drainage and open space proposals was approved on by the Planning Committee on 13.12.2021 subject to 14 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 4 which the applicants are seeking to satisfy.
1.3 Specific wording of the conditions are as follows:

24/10073/AIR 1.4 Prior to the commencement of development a 'Timetable Scheme' for the provision of the Public Open Space areas as shown on drawing 020 REV B is to be submitted to and approved by the Department which gives a timetable of when all the Public Open Space will be completed and all made available for recreational use before the occupation of the last dwelling. Development shall be carried out in accordance with the agreed timetable.
Reason: To ensure adequate Public Open Space provision is provided.
2.0 Proposal 2.1 The applicant's agent has submitted a detailed plan outlining the tree planting specification and phases in which the development is proposed to be constructed.
2.2 There is a specific area coloured in red, marked as phase 4 which totals an area of 3,513.1 square meters which indicates the area that is to be created as 'public open space' which is proposed to be phase 4 of the project. The applicant's agent has indicated that the scheme involving the public open space will be completed by October 2026, and before no more than 50 per cent of the dwellings are occupied.
3.0 Recommendation
3.1 In this instance of the submitted drawings and documentation and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 4 of application 20/01485/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
