NOTE. The submitted plan is considered satisfactory for planning condition 10 of application with the understanding that development shall be carried out in accordance with the approved details and timetable. Any planting that dies, become diseased, gets damaged or is removed within five years of planting, shall be replaced in the first available planting season thereafter with trees/plants of similar sizes and species.

Officer’s Report
1.0 Description
1.1 The proposed application 22/01158/B was approved on at appeal on the 04.09.2023 for the erection of a stable block within Field 324071 with hardstanding, creation of a new access Field 321618 and change of use of Field 324071 from agricultural to Equestrian use subject to 11 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 10 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:
'C10. Prior to the commencement of the development hereby approved, details of the additional tree planting shown on Dwg Nos.03 and 04, including a timetable for

24/10074/AIR implementation, shall be submitted to and approved in writing by the Department. Development shall be carried out in accordance with the approved details and timetable. Any planting that dies, become diseased, gets damaged or is removed within five years of planting, shall be replaced in the first available planting season thereafter with trees/plants of similar sizes and species.
Reason: In order to protect and enhance the character and appearance of the site and the surrounding area.'
2.0 Proposal
2.1 The applicant has submitted a landscape plan showing proposed planting as well as planting that has already taken place including when they were planted/ will be planted, spacing and expected growth rate. Specifically regarding tree planting the applicant is looking to plant 2 rows of 20 scot pine trees for 40 in total as a screen for the development. They have chosen scot pine trees to mirror the trees that already exist in the area. They have also advised of two hawthorn hedges that are already in place on either side of the drive, an Elaegnus hedge in front of the stables and a mixed hedge comprising of hawthorn, hazel and dogweed behind the tree planting.
3.0 Consultation
3.1 The Ecopolicy Officer was consulted for advice on the satisfaction of condition. No response has been received.
4.0 Recommendation
4.1 In the instance of the submitted application as well as 2410074AIR AMD Planting Plan, it is deemed sufficient and would be considered satisfactory for planning condition 10 of application with the understanding that development shall be carried out in accordance with the approved details and timetable. Any planting that dies, become diseased, gets damaged or is removed within five years of planting, shall be replaced in the first available planting season thereafter with trees/plants of similar sizes and species.
