Officer’s Report
1.0 Description
1.1 The proposed application 23/01072/B was approved on 19.01.2024 for the erection of proposed detached replacement workshop building subject to 7 conditions one of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 5 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

No development shall take place until a method statement which sets out how the River Dhoo will be protected from run-off and sedimentation during both the construction phase of the development, and subsequently during the operational phase of the replacement workshop building, has been submitted to and approved by the Planning Authority. Thereafter, the development shall be carried out and operated in accordance with the approved statement.
Reason: To ensure that there is no adverse effect on the adjacent River Dhoo watercourse. The proposed works are in close proximity to the watercourse, and precautions will need to be taken to reduce the possibility of harmful materials such as concrete or washings entering the river.'
2.0 Proposal
2.1 The applicant agent has submitted a Works within 9M of River Watercourse method statement that covered the methods that will be under taken during development to ensure run-off and sediment from entering the water course. Methods include having a store located as far as practice on the site for the storage and mixing of concrete and paint as well as any washing takes place away from the river. They have also provided a site plan showing the location of the proposed washing area and storage for the sites cement, paint and toxic chemicals.
3.0 Consultation
3.1 Inland Fisheries were consulted for advice on the satisfaction of condition. The advice received on 29.08.2024, after their review of the submitted documents, concludes that they are pleased that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In the instance of the submitted Works within 9M of River Watercourse method statement and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient and would be considered satisfactory for the planning condition 5 of application 23/01072/B with the understanding that the development shall be carried out and operated in accordance with the approved statement.
