Officer’s Report
1.0 Description 1.1 The proposed application 20/00337/REM for Reserved Matters application for the erection of an 80 bed care home addressing internal layout, design, external appearance, siting, means of access and landscaping (relating to PA 17/00684/A), was approved on by the Planning Committee on 24.08.2020 subject to 9 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Conditions 4 and 5 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

24/10060/AIR (4) - No development shall commence until a schedule of materials and finishes and samples of the materials to be used in the construction of the external surfaces, including roofs, have been submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details.
Reason: In the interests of the character and appearance of the site and surrounding area.
(5) - No development shall commence until details of the colour and texture of the render have been submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details.

2.0 Proposal 2.1 The applicants have submitted documents in relation to the materials and finishes to be used in the construction of the new care home. The Department also received the relevant application form on the 24.06.2024.
2.2 Covering planning condition 4, the applicants have proposed all windows and doors to be finished in Anthracite grey polyester powder coated aluminium - RAL 7016m Anthracite Grey.
2.3 The cladding is to be finished in Trespa Cladding Panels (or equivalent). Both light grey and dark grey. (Tempered Grey and Natural Slate colours)
2.4 The Green Roof is proposed as BauderGreen XF 301 lightweight sedum system or relevant equivalent.
2.5 The Rainwater Goods are proposed in Alumasc Rainwater Systems - The contemporary aluminium range, circular downpipes / shoes and associated hoppers - RAL 7016m Anthracite Grey.
2.6 Covering planning condition 5, the applicant have proposed a render finish, Through Colour Sika Parex Render, or equal equivalent - Off White.
3.0 Consultation 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on 20.08.2024, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the documents submitted in relation to the materials and finishes to be used, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for planning conditions 4 and 5 of application 20/00337/REM, under the understanding that the development shall not be carried out unless in accordance with the approved details.
