Officer’s Report
1.0 Description 1.1 The proposed application 22/01133/B for the erection of 73 dwellings with associated access, parking, open space and landscaping was approved on by the Planning Committee on 21.08.2023 subject to 11 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to condition 11 which the applicants are seeking to satisfy.
1.3 Specific wording of the conditions are as follows:

24/10063/AIR Prior to the construction of any of the development, hereby permitted, above finished ground floor level, all details of street lighting and any external lighting to be applied to the buildings surfaces or at ground level around the site shall be submitted to and approved in writing by DEFA Planning. Any such lighting shall be installed prior to the development being first occupied and shall thereafter be retained and maintained at all times.
Reason: To minimise the impact of the development on Bats, Birds and any other Protected Species and safeguard the rural character and amenities of the area including minimising the impact of the development on the rural night sky.
2.0 Proposal 2.1 The applicants have submitted documents and drawings in relation to the external lighting that is to be implemented. There is a detailed layout included as well as a full outdoor lighting report. These details were updated on 28.08.2024 with additional information as requested by The Ecosystems Policy Team.
3.0 Consultation 3.1 Miss Sophie Costain from the Department's Ecosystem Policy Team was consulted for advice on the satisfaction of condition. The advice received 28.08.2024 after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted drawings and documentation and after consultation with the case officer, Mr Hamish Laird, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 11 application 22/01133/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
