Officer’s Report
1.0 Description 1.1 The proposed application (21/00588/CON) for the (Registered Building consent for internal works involving the removal of pews and concrete plinths, removal of tiled floor and installation of new floor, replacement of existing heating system with underfloor heating, remedial works to stained glass windows and glazed screen and upgrading of kitchen and toilet facilities (Registered Building Nos. 172)) was approved on by the Planning Committee

24/10045/AIR on (01.11.2021) subject to (3) conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (3a and 3c) which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:
Details of Works to Registered Building Prior to the commencement of each phase of work, No works shall take place on those elements listed below until details of the following items, as agreed following consultation with the Registered Buildings Officer have been submitted to and approved in writing by, the Department:
a) Final method statement for new floor construction c) Proposed M &E servicing including any proposed new extraction or ventilation details
The works shall not be carried out unless in accordance with the approved details.
Reason: To ensure the satisfactory preservation of this registered building.
2.0 Proposal 2.1 The applicant's agent has now submitted samples of the desired cladding and tile to be used on the roof along with an application form on the 13.05.2024. The drawings and documents titled 2410045AIR APL Existing and Proposed Floor Levels DWG 1815-14, 2410045AIR APL Photograph showing existing window mounted fan, 2410045AIR APL Proposed Floor Levelling DWG SES 1844-100 -Rev D-Layout1, 2410045AIR APL Proposed Floor Plan DWG 18154-12D, 2410045AIR APL Sulby Church - Existing Levels all detail the proposed the floor construction and highlight the details of the proposed M&E Servicing and includes the proposed new extraction/ventilation.
3.0 Consultation 3.1 The Department's Conservation Officer was consulted for advice on the satisfaction of condition. The advice received on 16.05.2024, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the submitted documents, drawings and photographs and after consultation with the Conservation Officer, who is happy with the level of detail provided, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 3 A and C (only) of application 21/00588/CON), under the understanding that the development shall not be carried out unless in accordance with the approved details.

I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
