NOTE. In this instance of the documents submitted in relation to the details outlining the soft landscaping plan, and after consultation with the recommending case officer as well as the Department's Ecology officer, who is happy with the level of detail and planting list provided, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for planning condition 3 of application 23/01417/B , under the understanding that the development shall not be carried out unless in accordance with the approved details.

Officer’s Report
1.0 Description 1.1 The proposed application 23/01417/B for the Demolition and replacement of existing dwelling, install photovoltaic panels, and landscape and re-wild adjacent land was approved on 25.03.2024 subject to (8) conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition (3) which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

24/10046/AIR Prior to the commencement of development, and notwithstanding the details already submitted, a detailed soft landscaping plan shall be submitted to the Department for approval in writing. The landscaping plan shall be implemented in full as per the approved details. Any new planting which is removed, becomes severely damaged or diseased within five years of planting shall be replaced. Replacement planting shall be in accordance with the approved details.
Reason: To ensure the delivery and retention of an appropriate landscaping scheme, in the interests of the visual amenity of the local area and to provide ecological site benefits.
2.0 Proposal 2.1 The applicant's agent has submitted documents outlining the planting design concept along with an application form on the 14.05.2024. Documents included are the Curlew Cottage Planting Concept v1, Curlew Cottage Zone Plant List v1 v1 and Curlew Planting Design Concept and Description.
2.2 The Curlew Cottage Planting Concept v1 outlines the different zones within the development with a plan showing the different areas of 'coastal planting', 'native planting' and the Silver Birch Focal Point.
2.3 The Curlew Cottage Zone Plant List v1 lists a vast range of species to be planted in the various different zones. Zone 1 offers dry species like 'Hebe 'Red Edge'' and Rosmarinus officinalis. Zone 2 includes naturalistic planting like Malus sylvestris and Viburnum opulus and Zone 3 is outlined as the Agricultural Zone, the species listed will frame The Dub, providing shade for moisture-loving plants like Meadow Buttercup and Ragged Robin.
2.4 The Curlew Planting Design Concept and Description is a 'Journey Through Natures Elevations' explaining the narrative with concept overviews for each zone. It describes Zone 1 as 'The Upland Oasis' with the 'Rills Journey' to guide you through the garden. Zone 2 is labelled as 'The Poetic Meadow' and Zone 3 being the 'Coastal Wetland Haven'.
3.0 Consultation 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition, as well as the Department's Ecosystems Policy Officer. The advice received by both parties on 17.05.2024, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the documents submitted in relation to the details outlining the soft landscaping plan, and after consultation with the recommending case officer, who is happy with the level of detail and the material samples shown, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for planning condition 3 of application 23/01417/B , under the understanding that the development shall not be carried out unless in accordance with the approved details.
