Planning Status And Relevant Policies
Within the adopted Isle of Man Strategic Plan 2007, the following policies are considered to be relevant in the determination of this application: General Policy 2, Transport Policy 4
Assessment
The application is currently a vacant site located on Circular Road. The application is seeking permission to use the site as a temporary car park. There are similar sites within the area, which are used as temporary car parking. It is considered the proposed use is acceptable, as long there is a time limiting condition on the use of the site.
The Highways Division considers the proposal will have no adverse traffic impacts. It is therefore considered the proposal will not be prejudicial to highway safety.
It is recommended that planning permission be granted subject to conditions.
Party Status
The local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Highways Division of the Department of Transport is now part of the Department of Infrastructure of which the planning authority is part of. As such, the Highways Division cannot be afforded party status in this instance.

C 1. This approval is for the use of the site for car-parking for a period of 2 years from the date of this notice; this use must cease at the expiry of this period unless there is by that date planning approval for use for a further period.
C 2. This permission relates to the creation of a temporary car park as shown in drawing numbers 695/001 and 01 date stamped 22nd December 2010, Email from Barry Murphy of Construction Design Ltd dated 20th January 2010.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
