General Policy 2
GP2 permits development in accordance with land-use zoning provided it respects site/surroundings in siting/layout/scale/design, does not adversely affect landscape/townscape character, resident amenity, or prejudice adjoining land. The officer tested visual impact, finding modest scale and neutral colouring to Derby Road acceptable without harming character; residential amenity was not significantly affected due to distance and orientation. The retail zoning in Peel Local Plan supported consistency.
Transport Policy 1
TP1 requires new development close to public transport including pedestrian routes. The location adjacent disabled bays, with pedestrian access from Derby Road, and overlooking by store/car park/road users complied, enhancing accessibility for all users.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
