Spatial Policy 5
Requires development in countryside only per General Policy 3. Officer assessed extensions as compliant exception for residential alterations not detracting from countryside.
General Policy 2
Detailed development control criteria. Proposal's form, mass, and design found appropriate without detriment to locality character.
Environment Policy 1
Protects countryside for its own sake. Single-storey extensions have minimal visual impact from public views due to site topography and hedging.
Housing Policy 16
Permits extensions/alterations to non-traditional countryside properties. Basic architectural dwelling qualifies; proposal does not increase public-view impact.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Ancillary accommodation only
The proposed extension to the North hereby approved shall only be used in association with Fo Ghlion and for purposes incidental to the use of Fo Ghlion for the purposes of ancillary accommodation as shown on drawing no. 2305_104 Rev A, and must not be used nor be occupied as an independent dwelling unit or tourist use and must only be used in accordance with the internal layout shown on drawing no. 2305_104, dated received 2nd June 2024. Reason: The dwelling is within an area not zoned for development and permission has been granted as an exception. The application does not propose to create separate units of accommodation within the site and has not been considered as such. To ensure proper control of the development and to reflect the information provided in the application, as the Department has assessed the impact of the proposal on the basis of the specific use and the documents submitted.
Ecological master plan
No development shall be commenced until an ecological master plan has been approved in writing by the Department. Such a scheme shall include details of biodiversity net gain in the form of mitigation planting, bird boxes or bricks or other mitigation item. The works shall be carried out in accordance with the approved details and retained thereafter. Reason: To provide a biodiversity net gain due to the removal of mature hedging/trees on the site.
Materials approval
No development shall commence until a schedule of materials and finishes and samples of the materials to be used in the construction of the external surfaces of the dwelling, including all hardsurfacing within the site, have been submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details. Reason: In the interests of the character and appearance of the site and surrounding area.
Tree protection
All existing trees shall be retained, unless shown on the approved drawings as being removed. All trees on and immediately adjoining the site shall be protected from damage as a result of works on the site, to the satisfaction of the Department in accordance with British Standard BS5837:2012 (Trees in relation to Design, Demolition and Construction - Recommendations) for the duration of the works on site and the development is completed. In the event that trees become damaged or otherwise defective during such period, the Department shall be notified as soon as reasonably practicable and remedial action agreed and implemented. In the event that a tree dies or is wilfully removed without prior consent it shall be replaced as is reasonably practicable and, in any case, by not later than the end of the first available planting season, with trees of such size, species and in such number and positions as may be agreed with the Department. Reason: to ensure the continuity of amenity afforded by existing trees.

It is hard to tell from the information provided, so can the applicant be requested to confirm whether the vegetation to the south of the existing house will need to be removed to facilitate the development?; If the applicants are to remove this, then details of replacement native landscaping and mitigation for the loss of bird nesting habitat such as bird boxes or bricks, should be provided so that this application does not result in a net loss for biodiversity on site.
Conditions requested: request applicant confirm whether vegetation to the south will need to be removed; if vegetation removed, details of replacement native landscaping and mitigation for loss of bird nesting habitat such as bird boxes or bricks
