NOTE. In this instance of the documents submitted in relation to the soft and hard landscaping details and after consultation with the recommending case officer, who is happy with the level of detail and planting list produced, as well as the Departments Ecosystems Policy Officer it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for planning condition 4 of application 23/01006/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

Officer’s Report
1.0 Description 1.1 The proposed application 20/01246/B for the erection of a dwelling was amended under PA 23/01006/B and approved on 25.02.2024 subject to (5) conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 4 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

24/10036/AIR No development shall take place until full details of soft and hard landscaping works have been submitted to and approved in writing by the Department and these works shall be carried out as approved. Details of the soft landscaping works include details of new planting (including tree planting) showing, type, size and position of each and should include the planting shown on approved drawing 2304-SP-201-D. All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwelling, whichever is the sooner. Any trees or plants which die or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species. Details of the hard landscaping works include footpaths and hard surfacing materials. The hard landscaping works shall be completed in full accordance with the approved details prior to the first occupation of the dwelling hereby permitted.
Reason: To ensure the provision of an appropriate landscape setting to the development.
2.0 Proposal 2.1 The applicant has submitted documents outlining the surface finishes and planting details.
2.2 The hard landscaping details are as follows: The front drive is to be finished with a Terrabase Geofabric, Terrabase Addagrid, topped with a layer of selected Terrabase aggregate blend, binded with Terrabase Resin. The kerbing details show borders to drive constructed with Tobermore charcoal brick kerbs laid on a 100mm concrete foundation and concrete haunching to the rear of the kerb once installed. The cobble entrance to drive, front door and parking area are proposed as follows: cobble entrance to front door laid on 100mm concrete foundation on top of hard-core base. Outer edges haunched up to 10mm from top edge of cobbles The proposal for the patio & paths are to be constructed in grey natural sand stone paths. Paths constructed with 150mm hard core base compacted to refusal. Natural stone paving laid on a full mortar bed to levels on site.
2.3 The planting list found in 'Surface finishes and planting details' - Landscaping amendment shows a vast range of trees, and then shrubs proposed to be planted both adjacent to the dwelling near to the ornamental planting and for the boundary planting. Some species listed are: Betula Pendula - Birch Tree, Sorbus aucuparia - Rowan Tree, Amelanchier lamarkii - Juneberry, Forsythia Spectablis - Yellow Bells, Sambucus nigra Aurea
3.0 Consultation 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (16.05.2024), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
3.2 The Ecosystems Policy Officer was also consulted for advice on receipt of the original documentation and then following the submission of an amended planting list and the advice received on 16.05.2024 after their review of the newly submitted documents, it also

24/10036/AIR concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation 4.1 In this instance of the documents submitted in relation to the soft and hard landscaping details and after consultation with the recommending case officer, who is happy with the level of detail and planting list produced, as well as the Departments Ecosystems Policy Officer it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for planning condition 4 of application 23/01006/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
