The application was to discharge condition 9 of PA 22/00416/B, requiring a detailed low-level lighting plan per BCT and ILP Guidance Note 8 on bats and artificial lighting.
Pleased that the information satisfies the relevant clauses after review of submitted documents.
DEFA Ecosystem Policy Team initially raised concerns about the lighting plan's impact on bat commuting corridors in mature trees east of the site but later confirmed satisfaction with the revised plan, stating condition 9 is satisfied.
Key concern: no dark corridor for bats leading to potential roost abandonment
DEFA Ecosystem Policy Team
Objectionwe are not yet satisfied with the submitted details; lux levels on most of the trees in these areas are limited to below 0.2 lux (with the recommendation in the BCT guidance for dark corridors to have illuminance reduced to <0.5 lux); a beech tree was identified by the MWT with significant heart rot and extensive niches suitable for a significant aggregation of bats
Conditions requested: updated plans showing where an unlit or a dark (<0.5lux) migration and feeding corridor for bats will be created in this area
DEFA Ecosystem Policy Team
No Objectionwe are content with the lighting information contained in Hartford Homes’ Lighting Plan (Drawing No. 27 Rev A) and Urbis Schreder’s Outdoor Lighting Report; condition 9 is satisfied
