NOTE. This decision relates to the submitted application for the discharge of condition, K316 24.03.15 Discharge Of Condition 5 Cover Letter and The Roundhouse Temporary Crossing Drawing 002 which were submitted on the 15/03/2024 as well as correspondence between the case officer and Braddan Commissioners on the 21/03/2024.
Plans/Drawings/Information; In this instance of the submitted application for the discharge of condition, K316 24.03.15 Discharge Of Condition 5 Cover Letter and The Roundhouse Temporary Crossing Drawing 002 as well as correspondence between the case officer and Braddan Commissioners and after consultation with Highway Services, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 5 of application 17/00829/B with the understanding the details of the permanent crossing at the Roundhouse will be submitted once installed and ready for use.

Officer’s Report
1.0 Description
1.1 The proposed application 17/00829/B for the erection of multipurpose Community Centre incorporating Braddan Commissioners offices / headquarters with associated car parking and landscaping (comprising amendments to PA 16/00601/B) was approved on 18.09.2017, at planning committee, subject to 6 conditions some of which required submission of additional information prior to the building coming into use.

24/10027/AIR 1.2 This report is specific to Condition 5 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:
Prior to the building hereby approved coming into use, details of the siting and design of a pedestrian crossing on Braddan Road, Strang shall be submitted to and agreed in writing with the Department. The installation of the pedestrian crossing shall be carried out in accordance with the approved details. The pedestrian crossing shall be installed and ready to use prior to the building hereby approved coming into use.
Reason: To ensure safe pedestrian access to the site.
2.0 Proposal
2.1 The applicant's agent have now submitted an application for the discharge of condition, K316 24.03.15 Discharge Of Condition 5 Cover Letter and The Roundhouse Temporary Crossing Drawing 002 which show the temporary crossing to be installed and used until the implementation of a permanent crossing has been completed on Braddan Road, The Strang. After correspondence with the Braddan Commissioners they expect, after discussions with representatives of the DoI, a permanent crossing to be installed and ready for use within 26 weeks but hope to reduce this timescale as much as possible.
3.0 Consultation
3.1 Department of Infrastructure Highway Services was consulted for advice on the satisfaction of condition. The advice received on 19.03.2024, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In this instance of the submitted application for the discharge of condition, K316 24.03.15 Discharge Of Condition 5 Cover Letter and The Roundhouse Temporary Crossing Drawing 002 as well as correspondence between the case officer and Braddan Commissioners and after consultation with Highway Services, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 5 of application 17/00829/B with the understanding the details of the permanent crossing at the Roundhouse will be submitted once installed and ready for use. __
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
